The original announcement posted on September 30, 1999 is amended as follows: "Outlying Field (OLF) Coupeville: OLF Coupeville is a landing field primarily used for carrier landing practice by EA6B aircraft stationed at Ault Field, NAS Whidbey Island. It is on central Whidbey Island about ten miles south of Ault Field. Electric power from Pudget Sound Energy's distribution is supplied into Navy owned distribution at one service point at 7.2kV single phase. At the entry point, voltage is stepped down to 2.4kV single phase. Distribution is at 2.4kV single phase. The existing system was constructed in the 1960's and has seen no upgrades. The system consists of 75 lf of 7.2kV overhead and 1500 lf of direct bury 2.4kV. A new extensiion of 1500 lf dirfect bury at 7.2kV will be installed in early 2000.
