Center, Regional Transportation Office of the Business Support
Division, Norfolk Virginia intends to procure Carrier services for the
movement of Government freight within the Tidewater area to support
the Navy's NAVEXPRESS program. The commodities will consist of all
types of freight including crated household goods, personal effects,
and hazardous materials. Excluded from this agreement are Class 1
explosives, ammunition, narcotics, dangerous drugs, inhalation hazard
poisons, radioactive materials, etiologic agents, hazardous or
dangerous commoditis corpes, coins, currency, precious metals, stamps,
and art. Also excluded are shipments which can be moved more
advantageously or economically by the Government using other methods.
The contractor shall be required to furnish 40 foot or greater closed
cargo vans; 40 foot or greater flatbeds; 5-ton straight trucks with
lift gates; and step vans (box trucks variety), with or without
shelves. Straight trucks shall be outfitted to ensure freight, such as
an upright motor, can be secured to move across town without tilting
or falling. The Contractor's Carrier shall provide on-line automated
tracking for each item moved. The Contractor's Carrier shall be
approved by the Military Traffic Management Command (MTMC), Falls
Church, Virginia at time of closing in order to haul freight for the
Government. The Contractor shall be qualified to provide Signature and
Tally Records (STR) and Constant Surveillance Services (CSS). Carriers
that are not approved by MTMC will not be considered. The majority of
the freight will be moved five days per week, Monday through Friday,
excluding holidays. However, the carriers shall be on-call 24 hours per
day, 7 days per week including weekends and holidays, in order to
respond to contingencies. The shipper will load and the consignee will
unload, but the Carrier shall agree to assist in loading at the
shipper's request and in unloading at the consignee's request when
necessary, at not additional cost to the Government. The required
services are for the Regional Transportation Office, Business Support
Division, FISC, Norfolk, VA. Services are to commence on or before 1
January 2000 and continue in effect for a period of 12 months with four
one year options to extend the performance. All responsible sources may
submit an offer which shall be considered by th agency. Request for
solicitation must state that neither the requestor nor principal
corporate officials and owners are currently suspended, debarred, or
otherwise ineligible to receive contracts from any Federal Agency.
Failure to so represent will be grounds for refusing the request.
