Army Corps of Engineers, Seattle District, is seeking sources to design
and construct 48 complete and usable family housing units on Fort
Lewis, WA. The units, to house Junior NCOs and families, will be
three-bedroom, factory built/manufactured houses and/or conventionally
on-site constructed houses with garages. Provide family housing units
with carpeted and vinyl floors, individual gas heating, cable
television and telephone connections, and all other utilities, parking
and landscaping and all other work as required to provide a complete
and usable housing project, including streets, walks, playgrounds, and
underground utilities. Innovative, creative, or cost saving proposals
which fulfill RFP criteria are encouraged and will be evaluated
accordingly. The estimated value is between $5 million and $10 million.
The estimated project completion period is 450 days. This solicitation
will be conducted in two phases. In Phase One (pre-qualification),
submittals will be evaluated to determine which offerors may submit
proposals for Phase Two. Up to five (5) firms will be pre-qualified to
participate in Phase Two. The Pre-Qualification Notice for this
project will be posted on the Corps of Engineers Northwest Seattle home
page at: http://www.nws.usace.army.mil/cntrct/A00R0020.htm on or about
17 November 1999, with the pre-qualification package/submittals due on
or about 17 December 1999. Prospective offerors should carefully review
the notice. The Pre-Qualification Notice to include evaluation factors
and submittal instructions will be available only electronically. The
pre-qualification and solicitation number for this acquisition is
DACA67-00-R-0020. Subsequent revisions to the notice, if any, will be
only be promulgated via the referenced web page. The Government will
not mail, fax, or e-mail the Pre-Qualification Notice or any amendments
thereto. Because this is a web-based notice, there is no Planholders
List available. Offerors are responsible for checking the referenced
web page early and periodically for any updates to the notice. The
Government web site is occasionally inaccessible due to maintenance.
The Government is not responsible for any loss of Internet connectivity
or for an offeror's inability to access the document posted on the
referenced web page. The Request for Proposal (RFP) for Phase Two
(design and construction) will be furnished to the pre-qualified
offerors shortly after the pre-qualification is completed. The Standard
Industrial Classification code (SIC) is 1521. Project is open to both
large and small businesses. If you are a large business and your
proposal will exceed $1 million, you will be required to submit a
subcontracting plan. For purposes of this procurement, a concern is
considered a small business if its annual average gross revenue taken
for the last three (3) fiscal years does not exceed $17 million. Visit
