The Directorate of Contracting, Fort Richardson, Alaska, under the authority of Army Regulation (AR) 360-81, intends to contract for the printing and distribution of unofficial Installation Guides, Telephone Directories, and Maps for Forts Richardson, Wainwright, and Greely, Alaska. This acquisition will be accomplished as a Civilian Enterprise (CE). The solicitation and contract award shall be conducted using the requirements of the Federal Acquisition Regulation and AR 360-81. The CE Guide will provide Army people information about the mission of their command; the availability of command, installation, and community services; local geography; historical background; and other command information and materials. Installation Maps are designed to orient new arrivals or visitors. These publications will contain advertising that will be prepared and published under contract with a civilian printer. The civilian printer sells advertising to cover costs and secure earnings to produce, publish, and distribute the publications. The printer shall look exclusively to such advertising sales for revenue to cover all publishing costs and profits, if any. The right to circulate these publications to the Army readership constitutes full contractual consideration. The contract will consist of a one-year base period, with options to renew the contract for four (4) one-year option periods. The applicable SIC code is 2741, the size standard for which is 500 employees. This zero-dollar procurement action is unrestricted utilizing full and open competition.
