Broad Agency Announcement (BAA) 99-029 published in the Commerce Business Daily on 01 October 1999 is modified to make the following changes. Change No. 1 -- the numbering of paragraphs under EVALUATION CRITERIA are revised to read: "1) MANAGEMENT, 2) TECHNICAL, 3) COST SHARING, 4) SOLUTION IDENTIFICATION PROCESS EXAMPLES, AND 5) COST REALISM". Change No. 2 -- paragraph 1) (e) under EVALUATION CRITERIA is changed to read, "(e) if a multi-industry/academia/partnership/entity is proposed: (i) the organizational structure, (ii) levels of membership and descriptions thereof, (iii) the method of operation of responding to DOD needs including interactions with DOD customers and between partnership/entity members, (iv) project management, (v) selection of project team members, (vi) strength of commitment from each member to the partnership/entity and (vii) the collective range of composites technical expertise of the proposed participants. Change No. 3 -- Paragraph 4) under EVALUATION CRITERIA is changed to read, "4) SOLUTION IDENTIFICATION PROCESS EXAMPLES: Viability of the offeror's process and approach for identifying the best solutions to two DOD manufacturing technology areas selected from the five solution identification process examples provided under PROPOSAL REQUIREMENTS below. The offeror, at its choice, may address one additional example (total of three) and/or may use one, two, or three of its own examples to substitute for those specifically provided if the offeror determines that this would allow it to better respond to the requirement".
