NASA/JSC plans to issue a Request for Offer (RFO) for the acquisiton of sustaining engineering relative to the International Space Station (ISS) Crew Health Care System (CHeCS) spares and flight backup hardware inventory, which includes updating maintenance procedures if required, in-flight maintanence planning, and support and development of anomaly resolution processes when hardware failures occur on ISS. The effort also involves identification of design modifications as required for continued compliance with ISS requirements; support of CHeCS GFE software verfication testing with later versions of ISS software releases; support of simulations and preparation of Mission Evaluation Review support plan; establishing and monitoring major subcontracts; and maintaining an electronics and mechanical development laboratory at the contractor's facility. NASA/JSC intends to purchase the items from Wyle Laboratories, Inc., pursuant to the authority of 10 U.S.C. 2304(c)(1), based on the contractor's previous unique technical expertise in developing and processing specific CHeCS hardware items. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
