issuance of a Solicitation and Program Announcement by the U.S.
Department of Energy (DOE). The Office of Nuclear Energy, Science and
Technology, (DOE), is interested in receiving competitive applications
for financial assistance and awarding grants and cooperative
agreements, as appropriate, for innovative scientific and engineering
research and development in the field of nuclear energy as part of the
Nuclear Energy Research Initiative (NERI). Subject to availability of
appropriated funds, the Office of Nuclear Energy intends to provide up
to $3 million in FY 2000 for multiple new grant and cooperative
agreement awards under the NERI Program. NERI is designed to support
innovative research, primarily to address the principal technical and
scientific obstacles to restoring nuclear power as a viable option to
help meet the Nation's future energy needs. NERI is also intended to
reinvigorate the vital nuclear scientific and engineering
infrastructure within theU.S. The NERI program was initiated in
Government Fiscal Year 1999, with awards for 46 projects, variously of
1 to 3 years duration. The current Solicitation and Program
Announcement apply to the "second round" of the program, calling for
new awards in Fiscal Year 2000. The pending Solicitation applies to
applications from universities or other institutions of higher
learning, industry, non-profit and R&D organizations, and
collaborations among organizations, including those in which DOE
national laboratories are participating, but not as the lead
organization. A separate Program Announcement is being issued
simultaneously for applications in which a DOE national laboratory is
the sole or lead performing organization. The anticipated issuance date
of the Solicitation and Program Announcement is on or about November
10, 1999. Potential applicants are encouraged to submit a Notice of
Intent to Apply by December 8, 1999. Because of the limited funds
available for new awards, prospective applicants should exercise
judgment in submitting only the most promising and important
applications that directly support the specified work elements. The
deadline for formal applications will be identified in the Solicitation
and Program Announcement. These documents will be issued electronically
and hard copies will not be provided. Concerns interested in reviewing
the Solicitation or Program Announcement, or wishing an electronic
copy may download it on or after the issue date by accessing the
following address via the Internet:
http://www.oak.doe.gov/financial/sol_page.html. The Solicitation and
Program Announcement also will be published in the Federal Register. If
the prospective proposers do not have access to the Internet, most
public libraries have resources available to electronically access and
download this information. CAUTION: This Solicitation and Program
Announcement will be issued electronically as will any amendments
thereto. It is therefore incumbent upon any interested parties to
periodically access the above Internet address in order to obtain any
