Announcement -- Amendment 2 -- This amendment is to announce that the
U.S. Army Research Laboratory, Weapons and materials Research
Directorate, is soliciting concept papers (White Papers) for "Smart
Submunitions." This amendment is available in its entirety on the ARL
BAA homepage (http:w3.arl.mil/contracts/99arlbaa.htm). "Offeror(s)
shall conduct feasibility or concept studies intended to ascertain the
potential design and performance of a guided submunition, gun-launched
from a 155-mm indirect fire artillery system. The smart submunition
will have gliding capabilities, controlled descent, guided mechanisms,
and/or powered flight capabilities (hovering and forward flight). The
period of performance of this project shall be 1 December 1999 to 31
May 2000. EVALUATION CRITERIA: Concept papers received shall be
evaluated in accordance with the evaluation criteria listed in the
FY99-00 ARL Broad Agency Announcement (BAA). Evaluation and selection
of concept(s) for award will bemade to the offeror(s) whose concept is
considered most advantageous to the Government, price and other
factors considered; (i.e. an independent Government assessment of the
probability of success of the offered approach and the availability of
funding). Responses must provide new or unique concepts, ideas or
approaches in order to qualify for evaluation and consideration for
award. The Government reserves the right to select for award any, all,
part or none of the responses received. Funds are not presently
available for this BAA project; and no contract award will be made
until appropriated funds are made available from which payment for
contract purposes can be made. Questions concerning contractual, cost

eastern Time on 1 December 1999. One original and two copies of the
