a Request for Offer (RFO) for support service functions essential to
NASA, Langley Research Center's External Affairs Program to include the
following tasks: (1) Operation of a Public Inquiry Center to include
preparing official responses to requests for NASA information from the
general public, educators and industry; preparing electronic and
written outreach materials; maintaining inventory and storage and
distributing informational materials (2) Maintaining an Exhibits
Program to include proposing topics and exhibit concepts; designing,
fabricating and installing the exhibits; maintaining exhibits in good
working order; scheduling and shipping exhibits to outreach venues;
providing personnel to staff exhibits as needed; (3) Administering a
Center Conference support component to include providing logistical and
general services to plan and conduct classified and unclassified
conferences, symposia, peer reviews, workshops and meetings;
identifying maintenance needs to ensure good working order of
conference facilites; (4) Operate a Communications component to support
External Affiars outreach to include preparing written and photographic
materials for media and selected internal and external communications
programs; writing and/or providing illustrations for news releases,
feature articles, brochures, fact sheets, histories; preparing,
maintaining and posting information to electronic bulletin boards; (5)
Produce the Center's bi-weekly newsletter to include interviewing
Center personnel; writing, editing, photography, layout and preparation
of camera-ready mechanicals or electronic files for transmission to the
printer; (6) Implement an Outreach/Special Events component to include
administrative support of internal events such as tours, open houses,
recognition events and receptions; administration support of external
events such as national conferences and aerospace events, state fairs,
educational programs, community events; providing speakers for
community and educational events, meetings and programs; (7) Maintain
a Freedom on Information Act (FOIA) component to include researching
requests; preparing official responses for FOIA officer review;
tracking requests and making those most frequently requested available
electronically and (8) Administer a Task Order component to include
service for additional efforts to the Center at large. This service
shall include providing additional exhibit design, fabrication,
installation, and maintenance; Center and off-site administrative
support of conferences for sponsoring organizations; professional
writing and editing services for NASA Headquarters and program offices.
A cost plus fixed fee contract with an indefinite delivery, indefinite
quantity, fixed price element for the requirement set forth in No. 8
above is contemplated. The resulting contract will have a base period
of performance of one year with four (4) one (1) year priced option
periods. This procurement uses MidRange procedures and is being
conducted under the NAIS/ARC Pilot for receipt of electronic offers.
This pilot was developed in response to the National Performance
Review's call for increased use of electronic commerce in exchanging
procurement information. Vendors wishing to participate in this
procurement must first install and utilize the applications (provided
free of charge) identified at: http://procure.arc.nasa.gov/NAIS
pilot/vend-intro.htm. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. This procurement is a
total small business set-aside. See Note 1. The SIC Code and Size
Standard are 8743 and $5 million, respectively. The DPAS Rating for
this procurement is DO-C9. The provisions and clauses in the RFO and
model contract are those in effect through FAC 97-13. All qualified
responsible small business sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFO is on
or about December 1, 1999, with an anticipated offer due date of on or
about January 14, 2000. An ombudsman has been appointed -- See
Internet Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0),
Entrust 4.0 and Informed Filler 2.6 format and will reside on a World
Wide Web (WWW) server, which may be accessed using a WWW browser
