commercial items prepared in accordance with the format in FAR Subpart
12.6 as supplemented with additional information included in this
notice. Proposals Are Being Requested and A Written Solicitation Will
Not Be Issued. Solicitation number N00164-00-Q-0026 applies and is
issued as a request for quote (RFQ). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. The
standard industrial code is 3844 and the business size standard is 500
employees or less. This requirement is for a firm fixed price contract
as follows. Line Item 0001: Description: X-Ray Cabinet with
Manipulator in accordance with the following purchase description; 1.
SCOPE. This purchase description covers the objectives and requirements
necessary to procure a 320 KV x-ray cabinet and manipulator. Used
equipment will be allowed based on best value to the government. 2.
APPLICABLE DOCUMENTS. 2.1 Title 21 CFR; Food and Drug Administration,
Center for Devices and Radiological Health. 2.2 National Electric Code
(NEC) latest revision. 3. REQUIREMENTS. 3.1 General Requirements.
3.1.1 Components will include x-ray cabinet, x-ray shutter
(w/controller), and part manipulator (w/controller). 3.1.2 System will
be turnkey, allowing for the exception that there is not an x-ray
machine provided. All electrical hook-ups and appropriate safety
features mandated below will be made available and will be in working
order. 3.2 Specific Requirements. 3.2.1 X-Ray Cabinet. 3.2.1.1Cabinet
will be in accordance with paragraph 2 documents. 3.2.1.2 Cabinet
dimensions will be 112" L x 57" W x 93" H nominal. Door opening will
expose entire manipulator. 3.2.1.3 Cabinet will have sufficient
shielding to allow no more than 0.5 Mr/HR AT 0.5 inch from any surface
of the cabinet while x-rays are being produced at 320 KV and 12 Ma.
3.2.1.4 All interlocks will be available and in working order.
Interlocks will not allow the production of x-rays while door is open
or other safety features are compromised. Cabinet will include the
appropriate visual alarms (blinking/rotating beacons) to allow
personnel to know when equipment is powered and when x-rays are being
produced. 3.2.1.5 Drawings/schematics will be included that illustrate
all mechanical and electrical features. 3.2.2 Manipulator. 3.2.2.1
Manipulator will be at least four axis (x, y, z and theta). X, y and z
axes will each allow at least 20" part movement. Rotation will be 360
degrees in either direction. 3.2.2.2 Manipulator will be rated to
allow a maximum weight of 70 pounds. Documentation needs to be provided
that supports this requirement. 3.2.2.3 Manipulator will be turnkey and
will allow remote operation by included controller. 3.2.2.4
Drawings/schematics will be included that illustrate mechanical and
electrical features. 3.2.3 Shutter Assembly 3.2.3.1 Shutter assembly
will be turnkey and will allow remote operation by included controller.
3.6 Warranty. 3.6.1 The prime contractor will be responsible for the
repair of this system or any of its components for 12 months after
installation. Qty: 01 each. Delivery shall be 30 days after award or
sooner, FOB Destination to Crane, IN 47522. This requirement is
reserved for small business concerns only. All responsible sources may
submit an offer, which will be considered by this agency. The

Act-Balance of Payments Program. The contractor shall extend to the
Government the full warranty coverage of commercial sale, provided such
warranty is available at no additional cost to the Government and meets
the warranty requirement set forth in item 3.6 of the purchase
description. Offerors responding to this announcement must provide the
information contained in 52.212-1 Instruction to Offerors-Commercial
Items and must include a completed copy of provision 52.212-3 Offeror
Representations and Certifications Commercial Items. The Offeror should
also provide its Commercial and Government Entity (CAGE) Code,
Contractor Establishment Code (DUNS number) and Tax Identification
Number. If a change occurs in this requirement only those Offerors that
respond to this announcement within the required time frame will be
provided any changes/amendments and considered for future discussions
and/or award. Quotations and the above required information must be
received in this office on or before 22 November 1999 at 12:00 PM
