Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD
has a requirement to procure approximately 18,740 Advanced Laser Eye
Protection Visors (ALEPV) in support of the Joint Advanced Laser Eye
Protection Visor Program. The visor is designed to provide day/night
multiple wavelength laser eye protection usable during all flight
operations. The Government intends to negotiate on a sole source basis
with Holographic Optics under the statutory authority 10 U.S.C.
2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part
6.302-1, only one responsible source and no other supplies or services
will satisfy agency requirements. As a result of the current
development contract, the contracting team of Holographic Optics,
Aotec, and Pilkington have developed a proprietary capability combining
holographic filters and dielectric stack filters to meet the required
threat protection against the four visible threats and the near
infrared threats and hazards. This notice of intent is not a request
for competitive proposals. Interested parties may identify their
interest and submit technical information and a technical capability
statement in response to this notice. Responses shall be considered by
the Naval Air Warfare Center Aircraft Division, Contracts. A
determination by the Government not to compete this proposed contract
based on responses to this notice is solely within the discretion of
