(i ) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) DCA200-00-T-5007. This solicitation is an RFQ (Request For Quote), (iii) The RFQ document and incorporated provisions and clauses are those in effect through FAC 97-13 and DAC 91-13. (iv) SIC code 7372, CD Rom Library Tariff Library Subscription Service, Size standard $18 million dollars. This RFQ is issued under Full and Open Competition. (v) CLIN 0001, Tariff Library Subscription Service in accordance with Specification set forth in paragraph (vi) below, 12 Months. (vi) This office requires a subscription to a comprehensive tariff library via the INTERNET. The library must contain a preponderance of all interstate, Intrastate, and International Tariffs, Appendixes, and Price Lists filed and approved by the Federal Communications Commission (FCC) or Public Utility Commissions (PUCs), or other regulated entity tariff approvers. Must also include National Exchange Carrier Association FCC 4. A log of all Transmittals submitted with a brief synopsis of each should be available to review daily submissions. A search engine capable of alphabetic or numeric searches is required with the ability to search all tariffs for a carrier, a particular tariff by a carrier, or a section of a tariff or appendix. As minimum, the following features are required. A) Ability to search library data using key words/phrases, B) Ability to cut and paste selected data and export to external applications, C) Ability to capture data (not text ) for export to external applications, D) Ability to mark specific areas of information for each access, E) Using the tariff log requested above provide a click and view feature to allow immediate access to selected data. Historical data should also be available for search for a minimum of two years. Access should be available as a minimum from 6:30 am to 5:00 p.m. central standard time, Monday through Friday excluding Federal holidays. Access for 5 concurrent users will be required with a minimum of 2 sessions per user. (vii) FOB Destination. Period of performance is 23 Dec 99 through 22 Dec 00. (viii) The following FAR clauses or provisions apply: 52.212-1; 52.212-2, (a) Award shall be made to the lowest price offer that complies with all requirement of this quote; 52.212-4; 52.212-5, (b) 51.102-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37; 52.233-3, and 52.232-22. (ix) The following DFARS clauses apply: 252.212-7001, (b): 252.225-7001 and 252.247-7024; 252.204-7004. (x) Quotes shall include completed copy of FAR 52.212-3 and DFARS 252.212-7000, 252.225-7000 and 252.247-7022. (xi) Year 2000 Compliance, the contractor shall, at a minimum, test a representative sampling of the information technology, or same type of information technology, that will be provided under the contract. Testing will be accomplished and documented in accordance with generally accepted commercial standards/practices. If requested, the contractor shall provide the Government with a copy of such Year 2000 compliance test documentation at no additional cost to the Government. (xii) DPAS, N/A.
