(MMPA) requires the Secretary of Commerce to place observers on 20% of
the fishing vessel operations in the Pacific Drift Gillnet Fisheries.
To meet this mandate, the Contractor shall provide all services and
supplies to conduct an Observer Program that meets the drift gillnet
observer requirements set forth under Section 118 of the MMPA and
promulgated Federal regulations [50 CFR 229.7]. The Contractor shall
recruit, hire, and deploy Observers, and manage all logistical
requirements associated with the Observer program. The Contractor must
maintain regular contact with all vessels fishing in the drift gillnet
fishery to ensure that coverage levels are achieved and that coverage
is equitably distributed throughout the fishery. The Contractor must
monitor drift gillnet vessel activity maintain accurate running
estimates of the total and observed fishing effort. The Government
anticipates award of a cost-plus-fixed-fee contract for one year with
options for four (4) additional years. This acquisition is 100% set
