1996, the Government awarded a sole source contract (F19628-95-C-0041)
to The Boeing Company to procure thirteen (13) Radar System
Improvement Program (RSIP) Group A and Group B radar kits for the U.S.
Air Force. The Government intends to modify the -0041 contract on a
sole source basis to procure one (1) additional Groups A & B kit, to
extend the Software Change Working Group (SCWG) and to extend the
System Integration Laboratory (SIL)/Software Development Facility (SDF)
maintenance. The SCWG manages a cooperative effort to develop software
fixes to common (US/NATO/UK) Discrepancy Reports (DRs). The Government
intends to extend the SCWG through FY01 and the SIL/SDF maintenance
through FY04. The Government also intends to award a sole source
contract (Prospective contract number F19628-99-C-0042) to The Boeing
Company. The new -0042 contract will procure eighteen (18) additional
RSIP Groups A & B kits, and one (1) partial Group B radar kit for the
Avionics Integration Support Facility (AISF). The new -0042 contract
will also procure System Engineering and Integration (SE&I) services
and AISF training. The SE&I group will resolve system (hardware and
software) discrepancies, provide a proactive Diminishing Manufacturing
Sources (DMS) forecasting and mitigation effort, a DMS parts database,
and technical support for kit Installation and Check-Out (I&CO). The
AISF training consists of on-site over the shoulder training to
Oklahoma City Air Logistics Command personnel in the areas of software
configuration management, software build process and software
architecture. Contract award is anticipated in Fiscal year (FY) 2000.
The kits improve radar sensitivity/electronic counter-countermeasures
(ECCM) performance, radar performance monitoring and control, and
reliability/maintainability (R&M) for the Airborne Warning and Control
System (AWACS) program. Statutory authority for award of this contract
is 10 U.S.C. 2304 (d) (1) (b) as implemented by FAR 6.302-1 (a), (2)
(ii) "Only One Responsible Source". As this is a follow-on contract for
the production of highly specialized equipment, it is considered that
only The Boeing Company has the requisite technical expertise and
inherent resources to accomplish this effort within budget and on
schedule. The proposed contract consists of the basic effort and three
(3) yearly options. The delivery schedule by FY if all options are
exercised, is as follows: 1 Group A/B and 1 partial Group B kit in FY
2002, 4 Group A/B kits in FY 2003, 6 Group A/B kits in FY 2004 and 8
Group A/B kits in FY 2005. An Acquisition Ombudsman, Colonel Steven H.
Sheldon, Director, Commander's Staff, has been appointed to hear
concerns from offerors or potential offerors during proposal
development. You should only contact the Ombudsman with issues or
problems you cannot satisfactorily resolve with the program manager
and/or contracting officer. The Ombudsman role is to hear concerns,
issues, and recommendations and communicate these to the appropriate
government personnel. The Ombudsman will maintain strict
