Notice of Contract Action. Notice is hereby provided that the
Electronic Combat Development Systems Manager (ASC/SMN) intends to
issue a sole source contract to Raytheon Company, 6380 Hollister Ave,
Goleta, CA to produce eight (8) AN/ALQ-184(V9) Electronic
Countermeasures(ECM) systems. These systems will be utilized by the Air
National Guard using their F-16 Block 25/30 configured aircraft. Also
included in this effort are the repair requirements to support eighteen
(18) sets of (V9)-unique circuit cards (Electronic Counter-measures
Control Processor, Advanced Correlation Processor, and Reprogrammable
Low Band), associated interface maintenance, spares, support equipment,
and training source data. The Government will provide eight (8) (V7)
configured ALQ-184 pods and eight (8) Multi Platform Launch Controllers
as GFP. It is anticipated that these GFP items will be available within
the first three months of the contract. The ALQ-184(V9) production
program will continue the integration of the ALE-50 towed decoy system
in a 3-band ALQ-184(V9) ECM pod. The ALE-50 towed decoy system cannot
be carried on F-16 Block 25/30 aircraft without this modification.
This eight (8) pod production program will compliment ten (10) pods
previously developed by Raytheon E-Systems Goleta Division (ESGD) under
an Advanced Technology Demonstrator contract. As of 16 April 1999,
these ten pods have been accepted by Richmond Air National Guard and
nine are operational. The tenth pod is being used for testing at Eglin
AFB FL. These additional (V9) pods will enable an entire squadron of
F-16 Block 25/30 aircraft to operate with a pod version of the ALE-50
system. Reprocurement data is not available at this time for the
AN/ALQ-184(V9) system, subsystems, or components. There are no
follow-on production buys anticipated at this time. Approximately a one
and a half (1.5) year production contract will be awarded in Feb 00
with the first delivery scheduled fourteen (14) months after receipt of
order (ARO) and the last deliverysixteen (16) months ARO. All
components and subsystems of the system must be delivered concurrently.
Total funding is anticipated to be approximately $8.0M. THIS SYNOPSIS
