described below on the AN/SPS-73 Radar system for the United States
Coast Guard, C2CEN, Portsmouth, VA. The work may be performed at
various locations in the US. All technical questions are to be
addressed in writting via e-mail (chouck@c2cen.uscg.mil) or fax
(757)686-2113. All questions will be forwarded for review by the
technical staff. All sources are to submit documentation to support
their ability to perform the work. AN/SPS-73 RADAR Engineering Support
Services 1. Purpose. This Statement of Work (SOW) describes services
to be provided in support of Coast Guard shipboard and Vessel Traffic
Service (VTS) AN/SPS-73 RADAR systems. It is contemplated that the work
provided under this SOW may include software development and
maintenance, systems integration engineering, hardware selection and
design, and interface development for the AN/SPS-73 and other
associated sensor systems as well as the higher level C4I systems these
sensors support. It could also include technical support services such
as installation support, technical representative call outs and
telephone support, training, and documentation. The issuing agency will
provide a separate task instruction for discrete job tasks to be
accomplished within the guidelines of this SOW. 2. Scope of Work. The
contractor shall be responsible for providing the appropriate skills
and special qualifications to ensure that services are performed in a
high quality, timely and cost effective manner. 2.1. Engineering
Services. The contractor shall provide engineering services as directed
to assist in all phases of equipment life-cycle support. Services could
include things such as requirements definition, systems engineering and
design, equipment interface development and testing, software
development and maintenance, software support, and system testing. Job
tasks shall be carried out in accordance with Task Instructions (TIs)
as described below. 2.2. Technical Services. The contractor shall
provide technical services as directed to include: 2.2.1. Installation
Support. The contractor shall provide personnel and materials to
assist the issuing agency in performing installations of electronic and
computer equipment. The contractor shall perform, or assist in the
performance of, a System Operation Verification Test (SOVT) upon
completion of each installation. 2.2.2. System grooms. The contractor
shall perform, or assist in the performance of, complete system grooms
on an annual basis or as directed by the issuing agency. System grooms
would include a SOVT, alignment, cleaning, database verification,
software upgrades, and hardware parts replacement as needed. 2.2.3.
Technical Representative Support. The contractor shall provide, or
assist in providing, technical support as directed by the issuing
agency. This support may include assisting unit personnel in the
trouble-shooting and resolution of equipment problems by phone or
communications method. It may also include short notice call outs for
on-site assistance. 2.2.4.Training. The contractor shall provide, or
assist in providing, training in the operation and maintenance of
equipment as directed by the issuing agency. Training may include
initial, introductory training; advanced system operation;
refresher/familiarization; and complete system troubleshooting. 2.2.5.
Documentation. The contractor shall provide, or assist in providing,
accurate and timely updates of Technical and Operations manuals as
directed by the issuing agency. Tasking may also include providing
technical information in alternate formats to the standard manuals as
well as quick reference aids. 3. Tasking. The issuing agency will issue
a Task Instruction for each discrete job task. The contractor shall
submit a response to a TI that includes the number of hours, labor mix,
and other costs required to accomplish the task before beginning any
work associated with the task. The issuing agency will review the
response and may modify the scope or terms of the TI to ensure that
there is a complete understanding of the work to be accomplished. Once
both parties have agreed to the TI and the contractor's response, the
issuing agency will direct the contractor to begin work on the task.
