issue a Request for Quotation (RFQ) for Citect Supervisory Control and
Data Acquisition (SCADA) Software, catalog numbers CT-015K/F/500/C,
CT-1500-15K, DC-015K, DC-5000-15K, and MN-150K. Delivery of the items
will be required in December of 1999. NASA/KSC intends to purchase the
items from Ci Technologies, Incorporated, under the authority of 10
U.S.C. 2304(c)(1), FAR 6.302-1, as the only source that will satisfy
Agency requirements. KSC has previously purchased Citect SCADA software
for the same Complex Control Set (CCS)Project. That purchase was
advertised on the Internet and in the Commerce Business Daily in June
of this year. Award for other than Citect software would result in
substantial duplication of cost to the Government. The Citect software
provides redundant fail over to a backup I/O server with no loss of
I/O data. It supports the OLE for Process Control (OPC) standard for
OPC servers and clients and it supports the CCS hardware (Modicon
Quantum PLCs). This procurement isbeing conducted using Simplified
Acquisition Procedures (SAP). The Government intends to acquire a
commercial item using FAR Part 12. Interested firms have until 4:30 EST
November 15, 1999, to submit in writing to the identified point of
contact, their qualifications/capabilities which will be used solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis. Responses received after 4:30 EST
November 15, 1999, will be considered nonresponsive to the synopsis and
will not be considered. A determination by the Government to compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice, is solely within the discretion of the
Government. FAX communications are acceptable in response to this
notice. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
