issue a Request for Quotation (RFQ) for 12 burst discs, with a 325 wire
mesh inlet and a 250 X 1400 mesh outlets. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to purchase the items from Hydrodyne, a Division of FPI, 3125
Damon way, Burbank, CA 91505. Hydrodyne is the only vendor that can
provide a compatible burst disc that can meet all the required volume,
mass, and pressure differential specifications defined by the GLAS
Flight Laser transmitter. Therefore, no other burst disc will satisfy
Agency requirements at this time. The burst discs are intended for GLAS
Spaceflight application and Hydrodyne's traceability and heritage are
important factors. It has been established, through past experience,
that the Hydrodyne burst disc design is of the highest quality and
reliability, which is critical to the survival of the flight laser
transmitter during environmental testing, as well as on-orbit
operation. The burst disc is required for compatibility with the
existing flight laser hardware and instrument interfaces.
Specifications: Rupture pressure: 7.5 PSID +/-1.5 PSI; Rupture
temperature: 20 degrees C; Operating temperature: -30C to +50C;
Assembly shall withstand back pressure of 18 PSID Min; Fluid media: N2
Vendor shall ATP and cleaning to level 100 per MIL-STD-1246 on
internal surfaces. Cleaning procedures will be provided for review
after receipt of order. Delivery is 16 weeks after receipt of order.
The Government intends to acquire a commercial item using FAR Part 12.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. FAX communications are
acceptable All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See
