NASA/GSFC intends to contract on a sole-source basis with Computational Technologies, of Santa Clara, California, for the GENSAT system V1.0 short-term license, on-site installation and configuration, basic + IMDC training 1.5 day basic training 3 days mission formulation utilization custom training and on-site system support and training extension. The GENSAT tool is a multi-purpose complex engineering design facilitation suite for using during mission formulation, development, and manufacturing. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The GENSAT product is a new technology available to the space industry only through Computational Technologies. Use of this tool as a product model will help research a solution to product data management and linked facilitation to knowledge capture, access, and use. For these reasons, we consider Computational Technologies to be uniquely qualified to meet this requirement. The Authority is 10 U.S.C. 2304)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 7 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 7 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
