Center (GSFC) plans to issue a Request for Proposal (RFP) 5-12118/254
for support to Code 910, the Data Assimilation Office (DAO) and the
Sounder Research Team (SRT) on or about December 6, 1999. The Draft RFP
(DRFP) 5-12118/254 was synopsized on September 13, 1999, and was issued
on October 28, 1999, for industry comment. The RFP is being revised for
final release. This procurement will be conducted via full and open
competition. The SIC Code and Size Standard are 8711 and 500
respectively. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The DPAS rating for this
procurement is DO-C9. This procurement is for specialized scientific
support services to the Earth Sciences Directorate (Laboratory for
Atmospheres), in the areas of modeling, data assimilation, and
satellite data analysis and retrieval. This procurement is a
continuation of specific specialized support to the Data Assimilation
Office, code 910.3; and the Sounder Research Team, code 910.4. This
procurement encompasses research projects in development of numerical
schemes suitable for earth science data assimilation, atmospheric
modeling, data acquisition and retrievals; objective data quality
control, use and impact of new satellite observations of earth,
validation of new data assimilation systems, earth-science applications
of satellite based data sets, and all aspects of data flow, hardware,
and software in the operation of complex scientific algorithms on high
performance computers. The basic contract will provide 5 years of
support. This procurement is a follow-on effort to requirements
currently being performed under two different contracts. The contract
numbers and the Contractor's names are as follows: Contract
NAS5-32332/General Sciences Corporation (GSC) and NAS5-32585/ Steven
Myers & Associates (SM&A)(formerly Space Application Corporation
(SAC)). The anticipated release date of RFP5-12118/254 is on or about
December 6, 1999, with an anticipated proposal duedate of January 10,
2000. All qualified responsible sources may submit a proposal which
shall be considered by the agency. The solicitation and any documents
related to this procurement will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or
PowerPoint 4.0) format and will reside on a World Wide Web (WWW)
server, which may be accessed using a WWW browser application. The WWW
