C -- IDIQ CONTRACT FOR MULTI-DISCIPLINE ARCHITECT ENGINEER SERVICES SOL DTFH70-00-R-00001 DUE 121099 POC Toni Palmer, Program Asst (360) 696-7726 or Dale Lewis, A&E Contracts Coordinator (360) 696-7728 FOUR AWARDS ARE ANTICIPATED UNDER THIS SOLICITATION. Sources sought for four Indefinite Delivery, Indefinite Quantity contracts to provide Engineering services related to the design of roads and bridges, with a majority of the work occurring in the states of Alaska, Idaho, Montana, Oregon, Washington, and Wyoming. Services may be required at other locations within Federal Lands Highway Division nationwide. Project sites will generally be in National Parks and in or near National Forests on either public lands or on public route corridors with abutting private land. Projects typically range from 3 to 17 kilometers in length. Only Firms meeting the following prerequisites will be considered and further evaluated for possible selection: A) 3 years progressive highway design experience utilizing GEOPAK software with Microstation platform; B) 3 years progressive experience in completing environmental clearance documents on highway corridors within federally owned land. Firms responding must address and demonstrate with specific examples how they meet the prerequisites in Section 10 of the SF 255. Services include: A) survey and mapping associated with roadway corridors; B) full spectrum of environmental clearance activities, including public involvement, project checklists, determination of level of environmental clearance required, and development of Categorical Exclusions, Environmental Assessments, or Environmental Impact Statements, and all required permits; C) as needed, studies and recommendations by Right-of-Way, Geotechnical, Hydraulic, Structural and Landscape Architecture staff and C) preparation of preliminary, intermediate, and final roadway design packages resulting in a completed Plans, Specifications, and Estimate (PS&E). Contractors shall be capable of performing in all states. Each award will be to a different A/E firm. This solicitation open to both large and small businesses. The term of each contract will be for a 2-year Base Period with a possible 2-year option and a 1-year option. All work will be set forth in individual Task Orders. Each contract will have a guaranteed minimum of $20,000; the maximum shall not exceed $10,000,000 for the life of the contract. The following criteria in descending order of importance shall be used in the evaluation of prospective firms and their consultants: (1) Personnel qualifications necessary for satisfactory performance. (A) Proposed team in terms of each member's professional background experience in highway design and construction in rural areas, including federally owned land. (B)Professional staff's educational background and states in which professional registration is valid. (C) Professional staff's past experience in their technical field. (2) Specialized recent experience and technical competence (either as a firm or through individual experience by proposed team members). A) Highway design and engineering in rural areas including federally owned land, utilizing Mircrostation and GEOPAK design platforms, as demonstrated by relevant examples of previous work similar in nature and magnitude; B) Highway survey and mapping in rural areas including federally owned land, as demonstrated by relevant examples of previous work similar in nature and magnitude; C) Highway related environmental engineering and environmental clearance actions in rural areas including federally owned land as demonstrated by relevant examples of previous work similar in nature and magnitude; D) Geotechnical engineering in rural areas including federally owned land as demonstrated by relevant examples of previous work similar in nature and magnitude; E) Hydraulic/hydrology engineering in rural areas including federally owned land as demonstrated by relevant examples of previous work similar in nature and magnitude; F) Bridge and related highway structural engineering in rural areas including federally owned land as demonstrated by relevant examples of previous work similar in nature and magnitude; G) Landscape Architecture associated with highways in rural areas including federallyowned land as demonstrated by relevant examples of previous work similar in nature and magnitude; H) Right-of-Way and Utilities Engineering in rural areas including federally owned land as demonstrated by relevant examples of previous work similar in nature and magnitude; I) Demonstrated capacity for excellence on the basis on honors, awards, and recognition. (3)Capacity to accomplish the work in the required time and to accomplish concurrent task orders issued under this IDIQ(in terms of expertise and numbers appropriate for this work). A) Current staffing of the firm and its proposed subconsultants; B) On going work loads of the firm and its proposed subconsultants and their capability of undertaking this contract and the priority it will likely receive in relation to other work; C) Where subconsultants are proposed, identify the level of direct involvement in this project by the prime firm; D) The firm's proposed method of contract administration and project management; E) Direct involvement in this contract of personnel who make up the ownership of the firm; F) Proposed method for controlling scope, schedule, and budget on specific projects. (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. A) Conformance to program requirements and scope of services; B) Adherence to budgets; C) Delivery of submittals within schedules; D) Preparation of complete, clear, and comprehensive reports, assessments, and highway design packages requiring minimum review changes. (5). A staff with Pacific Northwest (AK, ID, MT, OR, WA, WY) knowledge and experience. (6). Small Disadvantaged Business (SDB) participation. SDB Participation at the Prime and Subcontractor level. (See Clause 52.219-24, Small Disadvantaged Business Participation Program Targets) Provide SDB targets, expressed as dollars and percentages of the total contract value: A) Provide a total target for SDB participation by the offeror; B) Provide a total target for SDB participation by subcontractors; list all subcontractors. All SDB Concern targets will be incorporated into and become part of any resulting contract. After contract award, the Contractor shall notify the Contract Officer of any substitutions of firms that are not SDB concerns. A/E firms meeting the requirements described in this announcement are invited to submit a completed SF 254 and 255 for the prime and all subcontractors. This office does not maintain a current file of SF 254's and firms must submit both forms. No other type of submittal is desired and will not be considered in the evaluation. Section 10 of SF 255 may not exceed 12 pages single-sided. Minimum acceptable text size is 12 pt. This is NOT a request for proposal. A solicitation package is not available. Submit ten (10) copies of your response by 4:00 pm local time December 10, 1999, P.D.T. The business size status should be indicated in Block 3 of the SF-255. A concern is small if its annual receipts average over the past 3 fiscal years do not exceed $4.0 million.
