D -- LOCAL DIAL TONE SERVICES FOR THE U.S. DISTRICT COURT OF NEBRASKA SOL NEB-00-R-001 POC Stacy Felker, 402-221-4750 The Courts of the U.S. Judiciary (the Courts) in Omaha, Nebraska intend to purchase and have installed local dial tone and trunk services with digital and analog facilities from a licensed vendor for the new federal courthouse currently being constructed. This project includes the U.S. District Court, U.S. Bankruptcy Court, U.S. Probation Office, U.S. Pretrial Services Office, and the U.S. Court of Appeals. The new federal courthouse is being constructed by the General Services Administration (GSA) Public Building Service (PBS). The courthouse location and planned move-in date is: Roman L. Hruska United States Courthouse, 17th and Dodge, Omaha, Nebraska. The Contractor shall furnish all the labor and materials to perform all the work required for the complete and prompt execution for the proposed cut-over date of February 21, 2000. The following local dial tone and trunk services with digital and analog facilities are required with installation, acceptance testing, and documentation: (a) Four analog two-way trunks (without hunting); (b) Two digital T1 facilities transmitting at a rate of 1.544 Megabits per second (Mbps), with Integrated Services Digital Network Primary Rate Interface (ISDN PRI) signaling (23B+D); (c) 26 digital dedicated two-way ISDN trunk connections (Advanced Two-way with DID, Hunting, and Answer Supervision); (d) 16 digital dedicated outward ISDN trunk connections (Advanced Out-Only with answer Supervision); (e) A block of 300 consecutive DID telephone numbers in the number range from nnn-4000 to nnn-7999 where nnn is the three-digit prefix; (f) Local and intra-LATA (Local Access and Transport Area) telephone dial tone service with seven-digit local calling within the Omaha area from all digital and analog trunks. The specified analog trunks and T1 facilities with the ISDN PRI digital trunks shall be connected to new telephone system to provide local dial tone service for the Courts in the courthouse. The Government contemplates award of a combination firm-fixed price contract for installation and monthly recurring service charges with an indefinite-delivery, indefinite-quantity contract for minutes of usage. The contract will encompass all costs associated with providing analog and digital facilities and local dial tone/trunks, including monthly recurring charges, installation charges, intra-LATA usage charges and support for ongoing maintenance over the life of the contract (up to five years). Proposals will be evaluated on a best-value approach.
