Norfolk Detachment Philadelphia intends to acquire on a full and open
competition basis for respite care/homemaker services in support of the
Naval Training Center (NTC), Naval Family Service Center, (NFSC) Great
Lakes, IL. This procurement is being conducted in accordance with FAR
part 12, as a commercial items acquisition on a full and open
competition basis for approximately 1,080 hours per year of
professional respite care/homemaker services. Services shall include
home help w/light household tasks and child care services due to parent
incapacity due to illness, injury, or hospitalization. Services may
also be provided to families w/high risk infants which may include
premature infants, low birth weight infant s, infants or young children
w/ significant physical or mental handicaps. Services may also be
required to provide parent teaching and modeling to the parents who is
experiencing Post Partum Depression, as well as any other diagnosable
mental, emotional or physical disorder. Homemaker services may include
light housekeeping, grocery shopping, meal planning and preparation,
personal care, dish washing, making beds and doing laundry. Services
under this contract will be performed in support of military families
who live in Illinois, inclusive of the six county Chicago metropolitan
area as well as the Lake County area; Wisconsin, inclusive of
Southeastern Wisconsin as well as the Milwaukee area, Northwest Indiana
area including Lake, Porter, Portage, and LaP orte Counties. The
successful contractor must possess certification by the state's Child
Protective Service Agency, and must meet state standards for child care
federal criminal history background checks, and must meet the state
criminal history repository check referred to in Public Law 101-647
section 231 and DOD instruction 1402.5 standard dated 19 Jan 93, for
background checks on child care providers. The contractor agency shall
possess a state licensed and certified Respite Care Coordinator to
coordinate the respite care program. The period of performance for this
requirement will be from 12 Jan 00 through 11 Jan 01, and will have 3
one year option periods. It is expected that an IDIQ type contract will
be the expectant result from this acquisition effort. The SIC code for
this requirement is 8322. The solicitation may require the submission
