COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 12,1999 PSA#2474C -- SOLE SOURCE PROCUREMENT NOTIFICATION -- A-E SERVICES FOR PLANS AND
SPECIFICATION BIDDABILITY AND CONSTRUCTIBILITY REVIEW FOR THE PORTUGUES
ARCH DAM, PONCE, PUERTO RICO C -- Under the authority of FAR 6.302-1,
the US Army Corps of Engineers intends to negotiate on a sole source
basis with R.W. Beck and Associates. Work will consist of, but not be
limited to, biddability and constructibility review on plans and
specifications to include drilling and grouting; evaluating and
verifying the accuracy of design assumptions; providing written report
and identifying areas of potential high claim exposure; attending a
review conference; identifying specific areas where assumptions or
misunderstandings may cause increased costs for the Contractor and/or
the Government; furnishing a comprehensive report of major potential
problems identified during review of plans; recommending and/or
assembling other data that may be required. At this point in the
project, the grouting program is nearing completion and the District
will be needing a great deal of technical advice, in a timely manner,
as the effectiveness of the grouting is evaluated and decisions on what
future remedial actions may be needed. It would be very costly to the
Government, both financially and technically and would seriously affect
the overall schedule, to develop a new consultant's knowledge base of
the Portugues Dam site. Interested concerns should submit documentation
demonstrating the following qualifications by 18 November 1999: (1)
firm must clearly demonstrate specialized experience in the design and
construction of large civil works construction, especially concrete
dams. The firm must have broad geotechnical experience and background,
with a strong knowledge of rock mechanics, rock bolting, blasting,
tunnel stabilization, drilling and grouting and techniques, and
geology. In addition, the firm must have a strong knowledge of mass
concrete placement techniques, concrete mix designs and concrete
forming. It must also provide expertise in cost estimation of heavy
construction projects and have a strong knowledge of design and
construction of large water retention structures. The firm must also be
capable of providing court testimony, if required, and should be
competent in oral and written communications, with the ability to
develop and render recommendations in a timely manner. In addition, the
firm should be familiar with the way the U.S. Army Corps of Engineers
conducts its construction business with standard construction contracts
and the contract administrative procedures which support the
construction claims and appeals procedures; (2) firm must have
multidiscipline professional staff, including, but not limited to,
geotechnical engineers, concrete experts, estimators, and all necessary
supervisory and administrative personnel required to review and analyze
plans and specifications of a large water control structure. All
professional staff who will work on this contract must be registered
engineers; (3) firm must have extensive experience analyzing the
complex, highly fractured, metasediment foundations at the Portugues
Dam Site, (4) firm must have a strong knowledge of construction bidding
