consists of a new 3,640 square meter Security Forces Center including
executive and administrative offices, secure video teleconferencing
areas, briefing rooms, conference rooms, secure computer modeling and
simulation laboratory, library, storage areas, classrooms,
communication maintenance shop, secure operations center and plans
area, Sensitive Compartmented Information Facility (SCIF), latrines,
mechanical and electrical rooms, vehicle drives and parking areas, and
necessary site work and utilities. Primary construction materials
include: drilled piers and an elevated structural slab with void space
below with select slab-on-grade areas; structural steel frames; brick
veneer exterior walls on structural steel stud and concrete block
back-up; standing seam metal roofs over steel beams and bar joists;
interior gypsum board partition walls; suspended acoustical ceilings;
and standard finishes such as carpet and paint. Bids from large
business firms must comply with FAR clause 52.219-9 regarding the
requirement for submission of a subcontracting plan. Subcontracting
Plan and Pre-Award Information will be submitted as part of the bid.
Failure to submit a Subcontracting Plan and Pre-Award Information by
the closing date may result in rejection of bid. The Fort Worth
District subcontracting goals are for specified percentages of the
contractor's total planned subcontract amount to be placed with the
following: 61.2% with small business; 9.1% with small disadvantaged
business, 5.0% with women-owned small business, 2.0% with Historically
Black Colleges and Universities and Minority Institutions (HBCU/MIs),
and .5% with HUBZone. The estimated Cost Range is between $5,000,000
to $10,000,000. Solicitation to be issued on or about 29 Nov 1999. Bids
are due on or about 29 Dec 1999. Duration of the Project is 480 days.
SIC Code is 1542 and the Small Business Size Standard is $17 Million.
This project will be issued UNRESTRICTED. The Government intends to
issue this solicitation through the use of CD ROM and the Internet.
However, the Government reserves the right to use only the Internet as
notification of any changes to this solicitation. Contractors may
view/download this solicitation and all amendments from the Internet at
the following Internet address: http://ebs.swf.usace.army.mil. Offerors
may register themselves on the Internet to receive a copy of this
