The Little Rock District, Corps of Engineers (COE), Little Rock, Arkansas, is seeking Design Build teams to include construction and A-E contractors that are able to execute the following construction project: The work consists of the demolition and disposal of two bldgs, totaling approximate 13,000 SF, and several small out-buildings. New construction includes a Squadron Operations Facilities (62nd Airlift Squadron) of 50,000 SF, parking lot and various site improvements and utilities. The bldg will be constructed on concrete foundation, will have masonry walls, structural steel frame and standing seam metal roof system and will include fire protection systems. The estimated cost of construction is between $5,000,000 and $10,000,000 range (this will include A-E design services during construction) -- for a Firm Fixed Price Contract -- project duration is approximately 540 calendar days. It is the intent that the project will be offered as a design build project. It is anticipated that the proposal will be evaluated on the basis of experience, management plan and cost. It is not anticipated that design drawings will be submitted by the contractor as a part of the proposal. It is anticipated that the Request for Proposal will include a floor plan, site plan, and elevations which have been approved by the Government. The Standard Industrial Code is 1542 and the size standard is $17 million. General Contractors should respond in writing no later than 15 December 1999. The written response shall provide the following information: experience of the team in design build projects, name and experience in similar projects of the A-E firm, bonding limitation, capacity, and current availability, the firm's dollar limit for bid guarantee/performance guarantee capacity, size status (whether a 8(a), HubZone or Women Owned business), provide a minimum of three references with same or similar type work that is currently in progress, or that has been successfully completed. Lack of detailed responses to the above requested information may result in the action being issued unrestricted. This Request for Information (RFI)/Sources Sought (SS) Notice is for information and planning purposes only, and shall not be construed as a Request for Proposal, announcement of a solicitation, or other obligation on the part of the Little Rock District, COE. The Little Rock District, COE will not award a contract on the basis of responses to this RFI/SS nor otherwise pay for the preparation of any information submitted.
