The work is situated at Shasta Dam Power Plant approximately 15 miles north of Redding, CA in Shasta County. The principal components of the work under these specifications include inspection/testing, rehabilitation and painting of sixteen (16) single-phase, 50-MVA power transformers, Units No. 1 through 5 plus one spare transformer, at the Government's Shasta Dam Power Plant facility. Components of the transformers will be maintained, overhauled, upgraded or replaced as appropriate. The transformers were manufactured by Hitachi LTD, Tokyo, Japan in 1980. A site visit will be scheduled and held at a date and time to be determined. Technical proposals must be submitted and will be evaluated in addition to prices. Tradeoffs will be made among cost/price and non-cost factors; the Government may accept other than the lowest priced offer. The performance period is 730 days after issuance of Notice to Proceed. The estimated price range of the work is between $1,000,000 and $5,000,000. Award will be made pursuant to the "Small Business Competitiveness Demonstration Program." Offerors need not be small businesses in order to submit an offer under this program. Large businesses must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 15% for small business, 6% for small disadvantaged business, and 1% for woman-owned small business. The solicitation is scheduled to be issued on or about November 30, 1999.
