National Laboratory, is soliciting expressions of interest from firms
who have designed and manufactured flow-rate metering systems
incorporating 1) flow-rate meters using non-invasive ultrasonic
techniques to detect and measure liquid flow in various pipes and 2) a
computerized monitoring and data storage system to receive flow-rate
data from multiple flow-rate meters installed throughout a piping
system. The flow-rate meter must mount externally to existing pipes
without modification, other than cleaning, of those pipes. The
mechanical connection of the flow meter to the existing pipe must not
promote a corrosive environment. The meter must operate within stated
specifications for temperatures of the contained fluid within the pipe
between 2 degrees and 90 degrees Celsius. The meter must operate when
mounted to pipes of various, typical pipe materials with nominal
outside pipe diameters between 1.9 cm and 10 cm. The precision and
accuracy of liquid flow-rate measurements must be provided. The meters
must provide signal data to a remotely located computer system. The
output signal from the flow-rate meter should stream to the computer
system for processing and storage to a file through a signal cable with
a liquid-tight connector at the meter end. Indicate the maximum number
of multiplexed flow-rate meters that can be accommodated within a
single computer system. The computer system must be capable of
multiplexing multiple flow-rate meter outputs with a unique address for
each flow-rate meter. Describe how the system computes and signals
flow-rates, including the average measurement time interval, and how it
handles the zero flow state. Responses are required on or before
