Kelly (732) 323-7437 fax (732) 323-4069 The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ 08733 intends to place an order on a noncompetitive basis with Northrop Grumman Corp. under Basic Ordering Agreement (BOA) N68335-97-G-0143. This acquisition is for the production of Breakout Box Sets in order to support the Digital Flight Control System (DFCS) computers on the F-14 Aircraft as follows: Yaw Computer J4 Breakout Box (P/N A55R22000-3), quantity 15 each; Roll Computer J4 Breakout Box (P/N A55R22000-7), quantity 15 each; Pitch Computer J4 Breakout Box (P/N A55R22000-5), quantity 15 each for which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure this hardware under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Northrop Grumman Corporation as the sole developer of the DFCS is the only known source with the knowledge, experience and technical data necessary to provide the required hardware. Firms that recognize and support the F-14 DFCS are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement.
