and Naturalization Service (INS) anticipates issuing RFP HQ-99-12 on or
about November 19, 1999. The RFP is to solicit a contract for uniforms
and related Law Enforcement items (e.g., leather goods, insignia,
buttons, embroidered items, etc.). A single, negotiated contract will
be awarded to supply uniforms and related Law Enforcement items for the
agency's uniformed officers. During the contract term, there will be
approximately sixteen thousand (16,000) or more officers wearing five
distinct uniforms. The five distinct uniforms are: (1) Immigration
Inspector (includes official, rough duty, Inspections Response Team
(IRT) uniforms); (2) Inspections Assistant (official uniform only); (3)
U.S. Border Patrol Division (includes official, rough duty, and bicycle
patrol uniforms); (4) Immigration Information Officer; and (5)
Detention and Deportation Officer. This program provides uniforms and
related items nation-wide for INS uniformed officers, men and women.
The contract will be awarded for a period of one (1) year with the
unilateral option to extend for four (4) additional one-year option
periods. The successful contractor will be required to satisfy uniform
item specifications, delivery requirements (to multiple addresses),
inventory requirements, reporting requirements, and other requirements.
Technically qualified offerors may be required to submit proposal
samples. The successful contractor may be required to provide first
article items. The award will result in Best Value to the Government.
The evaluation factors, deadline for receipt of proposals, and
additional information will be provided in the solicitation. All
interested parties shall retrieve a copy of the solicitation from INS'

Portions of the solicitation not available electronically will be
mailed to all offerors that responded to the previous synopsis
(Submission No. 381528) dated September 17, 1999. All documents on the
web page will be in AdobeAcrobat PDF file format. All other interested
parties requiring portions of the solicitation that are not available
electronically must submit a written request. The free Acrobat Reader,
required to view the PDF files, can be downloaded from the Adobe
web-site at http://www.adobe.com/support/downloads/main.html. If a hard
copy (paper format) of the solicitation package is required, a charge
is required. The cost is $50 for each hard copy (paper format) request.
This price includes mailing. Hard copy (paper format) will be made
available upon receipt of a written request, and a non-refundable check
or money order made payable to the U.S. Treasury. This requirement is
not set aside for small business concerns. All requests must be in
writing. Telephone requests for hard copy (paper format) solicitation
