White, pam.white@msfc.nasa.gov. NASA/MSFC is hereby soliciting
information for potential sources for Macrogravity Science Research and
Project Support. MSFC serves as NASA's Lead Center for the Microgravity
Research Program and as the Agency's authority for the Materials
Science and Biotechnology disciplines. MSFC seeks to establish a
contract to enhance the scientific liaison beteween the MSFC research
groups and the investigator community. The purposes of this contract
are to 1) promote continuing MSFC leadership in the scientific
community, 2) assist external scientists in the research community in
the definition of proposed flight research projects, 3) provide MSFC
with scientific experts to aid in the operation of its unique ground
based scientific facilities in support of flight and ground research
acitivites, 4) synthesize and document the scientific information
necessary to manage the program and maintain program scientific
continuity, and 5) contribute to, and participate in, the National
Microgravity Research Program by seeking independently funded research
studies from competitive research announcements. To guide and
implement this overall effort the contractor shall perform the
following tasks: 1. Organize and implement bi-annual Discipline
Conferences. 2. Synthesize and compile comprehensive research summaries
for the Annual Microgravity Task Book. 3. Organize and implement an
annual workshop to build a Science Data Base of current flight
experiment results. 4. Conduct a Visiting Scientist Program (short term
and extended). 5. Schedule and promote a scientific program of seminars
and topical workshops. 6. Host an Annual Commercial Joint Enterprise
Workshop with industry. 7. Record and maintain minutes of investigator
Science Concept Reviews, and Discipline Working Group Meetings. 8.
Synthesize an annual review of the respective Disciplines' progress
evaluated against goals. No solicitation exists; therefore, do not
request a copy of the solicitation. If a solicitation is released it
will be synopsized in the CBD and on the NASA Acquisition Internet
Service. It is the potential offerors responsibility to monitor these
cites for the release of any solicitation or synopsis. Responses must
include the following: name and address of firm, size of business;
average annual revenue for past 3 years and number of employees;
whether they are large, small, small disadvantaged, 8(a), HUBZone,
and/or woman-owned; number of years in business; affiliate information:
parent company, joint venture partners, potential teaming partners,
prime contractor (if potential sub) or subcontractors (if potential
prime); list of customers covering the past five years (highlight
relevant work performed, contract numbers, contract type, dollar value
of each procurement; and point of contact -- address and phone

commitment by the Government nor will the Government pay for
information solicited. Respondents will not be notified of the results
of the evaluation. Respondents deemed fully qualified will be
considered in any resultant solicitation for the requirement. The
Government reserves the right to consider a small business or 8(a)
