B -- AVICULTURAL SERVICES FOR THE CAPTIVE PROPAGATION OF THE ENDANGERED SAN CLEMENTE ISLAND LOGGERHEAD SHRIKE AT NAVAL OUTLYING LANDING FIELD, SAN CLEMENTE ISLAND, CALIFORNIA SOL N68711-00-R-4401 DUE 121599 POC Len Brown, Contract Specialist, (619) 532-1266; Connie Ward, Contracting Officer The Southwest Division, Naval Facilities Engineering Command intends to award a contract, on a sole source basis, to the Zoological Society of San Diego (Zoo). The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation, Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. The Zoo will provide on-site professional/expert avicultural services to incubate eggs, hatch and hand-rear checks to fledglings or adult status, and provide veterinary and pathology care as required, as well as sexing captive shrike. The Zoo will manage the captive population to provide the required number of shrike to provide bonded pairs, both for captive population purposes and for the release program. The Zoo will also manage the captive population to provide the required number of single shrike for release to solitary mates and for provision of juvenile/subadult single releases. It is the Government's position that only the Zoo possesses the requisite professional qualifications, loggerhead shrike captive management and breeding experience, and authorization under an endangered species permit issued by the U.S. Fish and Wildlife Service to conduct a captive propagation of the endangered San Clemente loggerhead shrike.
