to (1) announce the posting of a draft Statement of Work (SOW) to
provide continued support to NASA's Goddard Space Flight Center's,
Space and Earth Sciences Data Analysis (SESDA) programs; (2) identify
small business, HUBZone small business, small disadvantaged business,
and women-owned small business concerns that possess the technical
capability to be subcontractors for the upcoming SESDA support services
competition, and (3) advise potential offerors of the availability of
procurement related documentation in the NASA Goddard Space Flight
Center (GSFC) Earth Sciences Procurement Library. NASA plans to conduct
this procurement as a full and open competition. The Contractor shall
provide support in the areas of: a. Scientific Data Processing; b.
Modeling and Data Analysis; c. Information Extraction Support; d.
Multi-mission Data Archival and Analysis; e. Computer Systems(s)
Management; f. Mission Feasibility Planning; g. Systems
Development/Systems Engineering; h. Applications Software Development
and Use; i. Data Base Creation and Data Archiving; j. Production
Processing; k. Telecommunications; l. Ground Support; m. User Support;
n. Engineering Support; and o. Educational Outreach. The SIC Code is
8731 with a size standard of 500 employees. A draft SOW and SOW
Supplement has been posted on the World Wide Web, URL:
http://genesis.gsfc.nasa.gov/SESDA/home.html. This notice also requests
small disadvantaged businesses, small businesses, women-owned small
businesses, historically black colleges and universities, and HUBZone
small businesses that possess the technical capability to be
subcontractors in this support to identify their capabilities. It is
requested that capability statements specifically address your ability
to satisfy the SESDA Statement of Work in those areas listed in a.
through o. above. Your response must specifically address capabilities
to support GSFC's SESDA programs consisting of research in a broad
range of science disciplines, including solar and space plasma physics,
astrophysics and astronomy, planetary studies, atmospheric science and
climatology, oceanography, land processes, geodynamics, and solid
earth geographics. Research and information technology services to be
required includes scientific data analysis; modeling and simulation of
physical processes; development of flight project data systems,
including field experiments, development of large-scale data
management, archival and delivery systems, systems analysis, and
programming; and includes engineering, technology, development and
research network engineering. A Contractor will also supply other
general assistance functions, such as user support and consultation,
special studies, and reports, mission planning, outreach, and
acquisition support. Two (2) copies of capability statements shall be
submitted to the GSFC, Code 219, Greenbelt, MD 20771, Attn: Lynne
Hoppel (301.286.3035, E-mail: Lynne.C.Hoppel.1@gsfc.nasa.gov) on or
before November 30, 1999. To facilitate a prompt review by the NASA
team, a one (1) page summary shall be affixed to the front of the
capability statement submitted which identifies for the evaluator, by
page and paragraph, your company's relevant capabilities, including
name and address of firm, size of business, whether they are small,
small disadvantaged, 8(a), HUBZone, and/or women-owned. It is
insufficient to provide only general brochures or generic information.
Additionally, respondents shall provide to the Government the name,
address, point of contact, and telephone number of at least three
current customers in which similar research and information technology

Copies of your capability statements may become a part of the GSFC
Earth Sciences Procurement Library for view by the public. Therefore,
capability statements should not contain company-sensitive information.

SESDAdocuments related to the upcoming recompetition of these support
services will be available for examination by appointment only. Contact
