939-7408 The Naval Air Warfare Center, Weapons Division (NAWCWPNS) is
seeking industry interest in family service center support that is
currently the subject of a Commercial Activities Study. This synopsis
is not a Request for Proposal, but is a sources sought announcement to
identify interested sources for information and planning purposes
only. This is the second announcement for this requirement in
accordance with FAR 7.303. Respondees to the first announcement
appearing in the CBD on 13 October 1999 need not re-send a proposed
submission of interest/statement of capability, as these are already on
file in our office. This announcement is open until 3:00 PM Pacific
Time, 14 December 1999. The Standard Industrial Classification (SIC)
Code is 8744 with a Size Standard of $5M. The Government reserves the
right to make this requirement a set-aside. If a contract is awarded
for this effort, the Government anticipates a Fixed Price effort for a
duration of five (5) years (1 basic and 4 option years).However,
contract type and duration could change. NAWCWPNS requires family
service center support at the NAWCWPNS China Lake, CA site. This
support consists of five different areas. These areas and the tasks
included in them are: (1) Providing educational services at a minimum
on the following topics: Transition Assistance Program (TAP), Spouse
Employment Assistance Program (SEAP), Resume Preparation, Job Fair,
Relocation, Sponsorship, Basic Computing, Internet, Financial
Management, Ombudsman, Buying and Selling a Home, Credit, Family
Advocacy, Ethics, Financial Retirement Planning, Financial
Independence, Long Term Insurance, Sexual Assault, Anger Management,
Systematic Training for Effective Parenting, Stress Management, Men and
Women Support Group, and Dealing with Difficult Children. (2) Providing
counseling at a minimum to personnel in the following areas: Transition
Assistance, Spouse Employment, Relocation, Financial and Clinical
Counseling. (3) Providing Indoctrination services to all incoming
military and their dependents. (4) Providing Relocation service to all
military and their dependents with services to include but not limited
to: maintaining a Lending Closet, maintaining a Computer Lab, updating
the World Wide Library, and creating Newsletters. (5) Providing
Information and Referral service including but not limited to providing
a Help Desk Service and Updating Employment Announcement Binder. A
sixth area of tasking may or may not be included for possible
Government-Industry competition. This area encompasses providing Family
Advocacy services, including but not limited to starting
investigations, presenting cases to Case Review Committee (CRC),
processing Family In Need Service, providing Sexual Assault Victim
Intervention, following-up on cases through resolution, and identifying
potential cases to the CRC. Proposed submissions of interest and/or
statements of capability in the areas mentioned above should include
the following information, taking into considerationthat the
information submitted may not be used for a procurement action: (1) A
reference to the schedule number (N68936-00-R-0001) and title (Sources
Sought For Family Service Center Commercial Activities Study) of this
CBD Announcement; (2) Company Name & Address; (3) Company's point of
contact name, phone, fax, and email; (4) If a U.S. or foreign company;
(5) Company Size (Small or Large according to SIC 8744 with a Size
Standard of $5M); (6) If your company is a Small Business, specify if
your company is or is not each of the following: a. Small Disadvantaged
Business, b. HubZone Business, c. Woman-Owned Business, d. 8a Business;
(7) An outline of previous projects, specific work previously performed
or being performed; (8) Name, professional qualifications and specific
experience of counselors, educators, social services experts,
psychiatrists and other personnel who may be assigned as key personnel
for the family service center support effort described herein; (9)
Description of special facilities that may be required to perform the
family service center support; and (10) Any other specific and
pertinent information as pertains to this particular area of
procurement that would enhance our consideration and evaluation of the
information submitted. Contractors should appropriately mark any data
that is proprietary or has restricted data rights. Responses should be
