The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, MD has a sole source requirement for powder coating services in support of the Navy's Fleet Modernization Program (FMP). These services include cleaning, preparing, modifying, and powder coating the air intake/uptake and exhaust louvers of DDG 51 Class Ships. The powder coating must provide for a uniform thickness across the entire surface of the louver without runs, sags, back-ionization and/or Faraday cage effect. In addition the contractor must be capable of handling louvers up to 72" x 84" x 30" and 54" x 99" x 30" with a maximum weight of 1900 pounds. All work will be performed at the contractor's facility. In accordance with Federal Acquisition Regulation (FAR) 6.302-1 only one responsible source and no other supplies and services will satisfy the agency requirements. Automatic Coating Limited is the sole supplier and currently the only qualified firm to perform the services described above. Therefore, this acquisition shall be negotiated on a sole source basis with Automatic Coating Limited of 211 Nugget Avenue, Toronto, Ontario, Canada. It is anticipated that a firm-fixed price indefinite delivery indefinite quantity type contract will be awarded with delivery of the first lot of refurbished equipment within thirty (30) days of contract award.
