for Offers (RFO) for Technical and Administrative Support Services.
These services include: 1. Library Support -- Providing up-to-date
publications and reference material required to support both daily and
technical research efforts. 2. Reproduction Center Support --
Providing printing and specialized copier support as required. 3.
Technical Publication Support -- Providing preparation, editing and
printing of technical papers and reports. 4. Resources Support --
Providing preparation of Center financial goals planning. 5.
Acquisition Support -- Prepares contract documents for closeout,
prepares interagency purchase requests, performs data inputting,
performs word processing and document distribution, and performs small
purchasing functions. 6. Financial Management Support -- Providing
specialized support in handling day-to-day funds, payroll, travel and
training. 7. Office Administration Support -- Prepares reports and
papers, schedules events, inputs data, operates office equipment and
supports various administrative functions as required. 8. Integrated
Financial Management Plan (IFMP) Support -- Providing support,
including developing and executing Center scripts for test scenarios,
validating data, reviewing procedure manuals, recording test defects
and validating fixes to identify defects. Place of performance will be
at the NASA Dryden Flight Research Center located in Edwards,
California. The solicitation for these services will be written with
specific performance-based characteristics and is expected to result
primarily in a firm fixed price contract with some indefinate
delivery/quantity provisions. The Government intends to acquire
commercial services using the Federal Acquisition Regulation (FAR) Part
12 and under the Midrange procedures of the NASA Federal Acquisition
Supplement (NFS) 1871. This procurement is reserved for 8(a) firms
certified by the Small Business Administration, as of the award of
subject contract. Anticipated periodof performance for this contract is
as follows: Phase-In Period: May 1, 2000 -- May 31, 2000 Basic Period:
June 1, 2000 -- May 31, 2002 Option: June 1, 2002 -- May 31, 2005
Total: May 1, 2000 -- May 31, 2005 Please note: As part of an Agency
pilot program, the Government is considering including provisions for
"Award Term" incentives in the solicitation and contract. These
incentives will potentially allow continued performance of the
contracted effort for an additional period, not to exceed five years,
for a total contract period of ten years, based on contractor
performance. Details of the incentive features will be provided in the
soliciation, and prospective offerors are encouraged to comment on the
viability of such incentives as a commercial characteristic of this
procurement. A site visit is anticipated to be conducted on or around
January 7, 2000. The SIC Code and Size Standard are 8741 and $5.0M,
respectively. The DPAS Rating for this procurement is DO-C-9. The
provisions and clauses in the RFO and model contract are those in
effect through Federal Acquisition Circular (FAC) 97-14 and Procurement
Notice 97-36. All qualified 8(a) responsible sources may submit an
offer which shall be considered by the agency. The anticipated release
date of the RFO is on or about December 7, 1999 with an anticipated
offer due date of on or about February 7, 2000. An ombudsman has been
appointed -- See Internet Note "B". The solicitation and any documents
related to this procurement will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0,
PowerPoint 4.0) format and will reside on a World Wide Web (WWW)
server, which may be accessed using a WWW browser application. The

offerors should notify this office of their intent to submit an offer.
