synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The Solicitation Number is R-OPC-21584
and is being issued as a Request for Proposals (RFP). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-14. The Department of Housing
and Urban Development (HUD) Office of Multifamily Housing Assistance
Restructuring (OMHAR) intends to procure the services of a qualified
Recruitment Firm to provide a successful search for qualified
candidates to refer to OMHAR to fill several existing vacancies. The
positions sought are for Debt Restructuring Specialist and Underwriting
Coordinator vacancies in OMHAR's offices located in San Francisco,
Chicago, Washington, DC, and New York City.Copies of these vacancy
announcements, numbers 00-MSH-99-0491A and 00-MSH-99-0492A, are
available on the OPM web site at: http://www.usajobs.opm.gov. Use the
alphabetical search to locate these announcements or you may request a
copy from the Contracting Officer identified in this announcement.
OMHAR requires the services of responsible Contractors with the
qualifications, commitment, expertise and experience within its own
organization to provide technical assistance for the achievement of
effective and timely search and recruitment services. OMHAR intends to
enter into a firm-fixed price type contract with a firm to search for,
recruit and then refer to OMHAR the best-qualified applicants for the
positions of Debt Restructuring Specialist and Underwriting
Coordinator. The firm must have an existing comprehensive search
database of candidates with the skills and basic competencies required
by OMHAR, and available to work in our offices in Washington, DC, New
York, Chicago, or San Francisco. The firm must have an understanding
of OMHAR goals and strategies, culture and organizational issues and
the ability and integrity to successfully screen out unqualified
candidates. They must be capable of responding very quickly to the
critical staffing requirements of OMAHR. OMHAR has and will continue to
undertake a search for candidates for these positions independently of
the Contractor. The Contractor will not be paid a fee for candidates
that were previously identified by OMHAR or that may be identified by
OMHAR through such a search. CONTRACTOR REQUIREMENTS: The successful
Contractor(s) shall quickly develop a through understanding of OMHAR's
goals, strategies, and organizational issues. It is key for the
Contractor(s)to develop an understanding of the skills and basic
competencies needed to successfully function in the proposed positions:
education, experience, knowledge, interpersonal skills, and motivation.
The Government will identify the vacancies, including the position and
location of the opening. The Contractor shall then perform an
intensive search for qualified candidates, which may include: a search
of the firms internal database; searching for candidates via letters,
telephone calls, and face to face meetings with executives who may be
sources of names and potential candidates, and any other means
available. The Contractor shall identify candidates who are considered
best suited for the position. The Contractor shall perform a
preliminary reference check on those candidates. The Contractor shall
introduce the candidates to the OMHAR Director for Administration and
Personnel through a written profile that presents information about the
individual's background including educational, professional, and
personal accomplishments, along with the Contractor's assessment of the
candidate's qualifications. This written introduction is "informational
only." This introduction packet shall be submitted to OMHAR prior to or
at the latest, concurrent with the candidate's application submission
to the HUD Office of Personnel. If the Contractor refers a candidate to
OMHAR for employment consideration and has not submitted an
"introduction packet" for that candidate, the Contractor will not be
entitled to a payment for the referred candidate. The address to mail

Ave., SW, Suite 4000, Washington, DC 20024. The OMHAR employment
process is a competitive process in accordance with the Office of
Personnel Management (OPM) procedures. Candidates must submit forms
required by OPM and selection will be in accordance with OPM
procedures. PAYMENT: The Contractor(s) will be paid only after the
CONTRACTOR REQUIREMENTS listed above have been verified and all of the
following events have been successfully completed: (1) HUD Office of
Personnel has reviewed the candidate's application as signed and
submitted by the individual applicant, (2) Appropriate
background/reference checks are satisfactorily completed by OMHAR, (3)
HUD Office of Personnel has determined the applicant qualified and
places their name on the Referral Certification for interview by OMHAR
officials. (4) OMHAR interview officials refer the applicant to the
HUD Office of Personnel with a recommendation to make the applicant an
offer, (5) HUD extends an offer of employment to the candidate, (6)
Candidate accepts offer of employment, and (7) Recruited employee
satisfactorily completes ninety (90) days of employment with OMHAR. The
recruited employee shall not be required to pay a fee to the recruiter.
The Government will notify the Contractor when all positions are filled
and the services are no longer required. The provision at FAR 52.212-1,
Instructions to Offerors Commercial-Items applies to this acquisition.
The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to
this solicitation and the specific evaluation criteria to be included
in subparagraph (a), of the provision are: "Price, Organizational
Capability, and Past Performance. In terms of relative importance, the
Organizational Capability and Past Performance factors when combined
are approximately equal to price. This effort will be a Firm Fixed
Price type contract, with the possibility of more than one award.
Selection of awardees will be based on the offer that is most
advantageous to the Government based on the factors contained in this
solicitation. See FAR 52.212-2 subparagraph (a) identified above. The
length of the proposal addressing Organizational Capability and Past
Performance is limited to four single sided typed pages (8 by 11
inches) using font size 12. Any information provided exceeding four
pages will not be considered in the evaluation. Pricing and the
Certifications required by FAR 52.212-3 (see below) are not included in
the page limitations. The Proposed Firm Fixed Price should represent
the price for each successful individual recruited. Provide pricing in
a separately bound document. Technical offersmust demonstrate how they
meet the following requirements of Organizational Capability and Past
Performance. Organizational Capability is the technical approach and
understanding of the requirement (i.e. the contractor must show the
company has the resources, capability and personnel available). The
Offeror is to provide the documented evidence of their ability to
identify and recommend the types and quality of individuals required by
OMHAR in a timely manner and illustrate existing resources, such as
data bases or existing contacts to quickly identify these specific
types of individuals. Past Performance is documented evidence of the
Offerors successful timely performance of the same or substantially
similar services, to include placement of individuals with the skills
required for OMHAR vacancies. This documented evidence as confirmed by
reference checks, demonstrates that within the two years immediately
prior to the date of the Offeror's proposal, the Offeror's work has
fully met the satisfaction of all customers and in addition, has been
highly praised. Include three references for similar efforts performed
within the past two years. Indicate the agency/company, contract award
number, point of contact, including telephone number and contract
value. The Offeror shall include a completed copy of the provision at
FAR 52.212-3 Offeror Representations and Certification Commercial Items
with their offer. The provision at FAR 52.212-4, Contract Terms and
Conditions Commercial Items applies to this acquisition. The provision
at FAR 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, Subparagraphs (a) (b) 1,
3, 11, 12, 13, 14, 15, 22 ( c) 1, 3, (d) and (e), apply to this
acquisition and are hereby incorporated by reference. The provision at
FAR 52.214-22, Evaluation of Bids for Multiple Award is included in
this acquisition. Any exceptions to these requirements should be noted

from the effective date of the contract. Award of this contract is
subject to the availability of funds. Submit an original and three
