Environmental Protection Agency's (EPA) Office of Emergency and
Remedial Response (OERR) desires to procure quality assurance (QA)
technical support for the chemical analyses of environmental samples
taken from locations where hazardous waste is of a concern. Technical
support for the purposes of this procurement includes support in all
activities involved in assuring that environmental data collected for
use by the EPA are of a known quality and of a level of quality
sufficient to meet decision-making and enforcement requirements under
the Comprehensive Environmental Response, Compensation, and Liability
Act of 1980 as amended by Superfund Amendments and Reauthorization Act
(SARA). Primary among such activities are the providing of reference
materials and performance evaluation materials for use in determining
analytical laboratory capability and performance; support in evaluating
analytical data for contract compliance and technical acceptability;
providing technical support in on-site evaluations of analytical
laboratories; developing and evaluating analytical and QA procedures;
participating in QA-relevant training, meetings, and court hearings;
and providing QA-related computer systems support. The contract
requires application of state-of-the-art instrumental analytical
techniques, including GC, GC/MS (including high and low resolution MS
with electron and chemical ionization capability), GC/ECD, GC/Fourier
transform infrared spectrometry, high performance liquid
chromatography, AA spectrophotometry, ICP/MS and electrochemical
methods. The Government anticipates award of a cost-reimbursement,
cost-plus-fixed fee contract with a five year (60) month base period.
Each 12 month period has an estimated level of effort of 66,640 direct
labor hours, with an option for each performance period for up to
39,200 additional direct labor hours. The solicitation will be issued
on or about mid December 1999. A site visit is anticipated to be held
in Las Vegas, NV, check the solicitation for complete instructions and
date and time. The closing date for the solicitation has not been
determined. See the solicitation for the exact closing date. This
requirement is full and open competitive after the exclusion of
sources. The sources excluded are Contract Laboratory Program
Contractors (CLP)and/or firms with substantial financial interest in
CLP which includes Organics, Inorganics and Low-Concentration
