This procurement shall be processed in accordance with the Simplified Acquisition Procedures of Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is acquire the services of an vendor to provide expert advice to HRSA through its Office of Planning, Evaluation and Legislation in five areas related to the Healthy Start Program: (1) summarize selected lessons learned from implementation of Healthy Start to date, strategic planning, programmatic approaches (such as case management and coalition building), administrative capacity, evaluation and oversight; (2) summarize selected lessons learned from formal program evaluations to date; (3) extrapolate from recent research findings from the field that might inform future development of an enhanced Healthy Start program;(4) discuss the implementation of moving beyond a short-term demonstration to a long-term, more permanent Healthy Start program with linkages to the Title V Block Grant and State Title V Programs; (5) discuss options/implications for better integrating the Healthy Start Program into perinatal health; and transforming Healthy Start to become an integral part of efforts relating to the HRSA/MCHB mission and strategic goals, including elimination of racial and geographic disparities.
