C -- DISTRICT OF COLUMBIA NATIONAL HIGHWAY SYSTEM ASSET PRESERVATION The District of Columbia Department of Public Works (DCDPW), in partnership with the Federal Highway Administration (FHWA), is soliciting proposals to manage and preserve (rehabilitate and maintain) National Highway System (NHS) assets located within the District of Columbia. NHS roadways in the District of Columbia include approximately 75 miles of Interstate highway system and urban arterial streets. This will be a five-year, firm fixed price, performance-based contract with five option years. The contractor will be responsible for managing and preserving: Pavement Structure,Roadside Vegetation, Roadway Cleaning, Bridges, Drainage, Tunnels, Roadside (curbs, gutters, sidewalks, retaining walls), Snow & Ice Control (excluding year 1), Traffic Safety(guardrails, barriers, attenuators, pavement markings), Traffic Safety_Signs and Lighting, Roadside Cleaning, Pedestrian Bridges and Weigh-in-Motion Stations. Asset categories marked with asterisks in the above list are additive alternates. The District reserves the right to award any or all of these additive alternates, or to select none of the additive alternates. Even if preservation for an additive alternate is not awarded, the contractor will be required to monitor the condition of the asset and provide DCDPW with information regarding the condition of the asset and alert DPW when maintenance is required. Preservation of the assets will require substantial rehabilitation and timely maintenance to meet or exceed the project performance measures. The successful contractor will be selected based on the following evaluation criteria: 1. Technical Solutions and Project Approach; 2. Staffing, Quality Control/Quality Assurance, and Management Plans; 3. Past Performance; and 4. Cost.
