COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 15,1999 PSA#2475S -- NOTICE OF INTENT The U.S. Army Corps of Engineers is interested in
reconditioning the 30" Hydropower Turbines located at Lock 2, Allegheny
River, in Pittsburgh, Pa and Lock 3, Allegheny River located in New
Kensington, PA. It is the Government's intent to negotiate exclusively
with the James Leffel Company of Springfield, Ohio. These power
turbines were originally purchased from S. Morgan Company of York, PA
under contract to the Corps of Engineers in 1933. It is anticipated
that many parts on both turbines will be replaced (such as, gate ring,
wicket gates, column bolts, rocker arm, connecting rods, connecting
rod pins, upper and lower step bearings, radial bearing blocks, etc.)
and many other parts will need to be reworked (i.e. upper step bearing
cup, lower gate shaft step bearing, gate shaft bearing arm, lower and
intermediate bearing cup, lower gate shaft, crown plate-gate ring
pivot diameter). In addition to the purchase of parts, the contractor
will be required to remove the turbines from the Lock and take them to
their repair shop, where the turbines will be disassembled, blast
cleaned, and fully inspected. A report with any further repairs
recommended will be presented for further consideration. After repairs
are completed the turbines will be fully disassembled and checked
prior to shipment. After the turbines have been checked for proper
operation they should be returned to their respective Lock and
reinstalled by the contractor. The agency contact point is Janet
