synopsis/solicitation for commercial services prepared in accordance
with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; price quotations are being requested and a written
solicitation will not be issued. This is a Request for Quotations
(RFQ)(53SBNB060013), being conducted under the Simplified Acquisition
Procedures (SAP) in FAR Part 13. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-14 dated 9/24/99. This procurement is
unrestricted, open to both small and large business concerns. The small
business industrial classification for this type of service is 7011
with annual receipts of $5 million. Interested offerors shall provide
a quote to include all associated costs/price for meeting room
facilities, audio-visual equipment, food and beverage for the Speech
Transcription Workshop, May 16-19, 2000, as described in the Statement
of Work. Co-Sponor of this event is the National Security Agency
(NSA). Conference facility must be located within a 45-mile radius of
NSA. Day Package (500 ea) to include General Session Room, Continuous
Coffee Break Service, Luncheon in Private Room, Overhead Projector,
Screen, 2 flip charts, VCR and Monitor, Garage parking, and all service
charges. Additional requirements include: breakout room (4 ea),
wireless hand-held microphone (4 ea), wireless lapel microphone (4 ea),
audio mixer (4 ea) and dinner (250 ea). STATEMENT OF WORK: 1.
Contractor to provide meeting services for off-site conference.
Contractor must be able to provide 75 sleeping rooms for arrival May
15, 2000, departing on May 19, 2000, at a rate within government per
diem. Also provide meeting room facilities, audio-visual equipment,
food and beverage over the specified dates. 2. Description of
Work-Requirements: a. Room for general session set-up classroom style
for 125 people, on Tuesday, May 16 through Friday, May 19, from 7
a.m.-12 a.m., Tuesday-Thursday, and 7 a.m.- 1 p.m. on Friday. b.
Registration area outside of meeting room each day with 4-6ft. tables,
4 chairs, trashcan, message board, and 4 easels. c. One room for
breakout session, set-up classroom style for 20 people on Tuesday, May
16 through Friday, May 19, from 7 a.m.-12 a.m., Tuesday-Thursday, and
7 a.m.-1 p.m. on Friday. d. Coffee breaks to consist of coffee, tea,
decaffeinated coffee, assorted juices, breakfast breads at 8am, refresh
coffee, tea, and decaffeinated coffee at 10am, and coffee, tea,
decaffeinated coffee, assorted sodas, and cookies at 3pm on May 16-18
and just 2 morning breaks on May 19. All coffee breaks are for 125
people each. f. Audio-visual requirements- Podium, lavaliere
microphone, three wireless microphones, overhead projector, flip chart,
and screen in general session room on May 16-19. Overhead Projector,
screen and flip chart required in the breakout session on May 16-19. g.
Buffet or sit-down luncheon on May 16-19 for 125 people, 12pm-1pm. h.
Buffet or sit-down dinner on May 16 and 18 for 125 people, 6-8 p.m.
(Requirements are representative only, based on previous conferences.
Specific times/dates/usage requirements may be modified prior to the
beginning of the conference.) FAR clause 52.212-1, Instructions to
Offerors -- Commercial Items applies to this acquisition. Addendum:
52.214-31 FACSIMILE BID (DEC 1989) is also applicable. FAR clause
52.212-2, Evaluation-Commercial Items is not included. The Government
intends to evaluate quotes and award a contract without discussions.
However, the Government reserves the right to conduct discussions if it
is later determined by the Contracting Officer to be necessary. The
Government may reject any or all quotes if such action is in the public
interest; accept other than the lowest quote; and waive informalities
and minor irregularities in offer(s)received. The Government will award
a purchase order resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the government. Offerors are required to provide a
completed copy of the provision at 52.212-3, Offerors Representations
and Certifications-Commercial Items with their offer. A copy of this
provision, as well as the full text of all other clauses and provisions
referenced in this notice may be obtained via the Internet at:
http//www.arnet.gov/far. FAR clause 52.212-4, Contract Terms and
Conditions-Commercial Items applies to this acquisition. FAR clause
52.212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders -- Commercial Items applies to this Acquisition.
Applicable subparagraphs include: (b)(11) FAR 52.222-21,
(b)(12)52.222-26, (b)(13)52.222-35, (b)(14)52.222-36, (b)(15)52.222-37,
(b)(20) 52.225-19, (b)(22)52.232-33, (c)(1) 52.222-41, and
(c)(2)52.222.42. Wage Determination No. 94-2103, Revision 19, dated
06/28/1999 is applicable to this requirement and will be incorporated
in any resultant purchase order. A copy will be provided upon request.
This procurement shall be conducted utilizing Best Value Selection
procedures, which seeks to select an offer based on the best
combination of price and technical merit of the offers submitted. All
offers will be evaluated considering their price quotes and their
technical merits, based on a review by the government of information
received in response to the following technical factors: (1) Ability to
provide meeting function space, (2) Ability to provide required food
service, and (3) Ability to provide required sleeping rooms. Technical
factors are significantly more important than price. All offers should
include a firm fixed price for total of all requirements referenced
above, as well as sufficient information to permit proper evaluation of
the technical merit of the offer. Price, technical information, and a
