The Atlantic Division, Naval Facilities Engineering Command (LANTDIV) is seeking interested Industry Representatives to participate in an Industry Forum to be held at the Marriot in Portland, Maine from 1:00 3:00 PM on Friday, 10 December 1999. LANTDIV seeks industry comments, recommendations, and feedback on a draft solicitation for property management services for the Portsmouth Naval Shipyard (PNS). PNS has been identified as a potential pilot site for the Navy to test a property management approach for the administration and management of military family housing. The draft solicitation for this project will be available on or about 29 November 1999. It can be viewed and downloaded at www.housing.navy.mil. Although this solicitation is written with specific data for the pilot site, PNS, the purpose of this Industry Forum is to focus on both the concept and the proposed contract. No site visit to view the units is planned. In Industry's comments to LANTDIV, interested Industry Representatives should concentrate on things relating to the concept and solicitation structure, such as how industry thinks the Government can best package this work in the solicitation, whether the solicitation provides enough information and in enough detail for potential offerors to propose prices, whether the concept and work are adequately described in the technical portions of the solicitation, if what is requested in the technical proposal appears reasonable, whether the conceptual basis and the price schedule are structured in an acceptable format, etc. Advance written questions for the Industry Forum Panel should be submitted to the Contracting Officer no later than 6 December 1999. There will also be an open discussion period during the Industry Forum for the exchange of ideas between Government and Industry Representatives. The Standard Industrial Classification (SIC) for this work is 6513 and the size standard is $5,000,000. Any resulting solicitation is expected to be set-aside for small businesses. In order to be considered small business under this SIC code, the business must have average annual receipts for the last 3 years totaling $5,000,000 or less. Small businesses are strongly encouraged to attend the Industry Forum and to provide their input. Large businesses interested in partnering with small businesses or in subcontracting opportunities are also invited to attend. Those Industry Representatives interested in attending the Industry Forum must register by e-mailing the company and representative names, address, phone & fax numbers, and e-mail addresses to the Contracting Officer at baronnerdc@efdlant.navfac.navy.mil.
