Pre-Solicitation Notice: The work contemplated under this procurement
shall include the repair of the airfield runway and design/construction
of its drainage. The work includes the construction for full depth
runway reconstruction of center 66 feet, 2.5 inch surface milling for
remainder of runway and shoulder cross-section,leveling course,
overlays and underdrains for the entire length of Runway 1L19R. Other
new work includes the stormwater drainage structures and piping along
the 500 feet wide turf in-field area between the two parrallel runways.
The construction contractor shall provide the design for the drainage
of the runway. The runway can only be taken out of service for 60
calendar days between 15 March 2000 to 15 July 2000. The 60 calendar
day period shall include all removal work for pavement, new pavement
work, work under existing paved areas and pavement markings. The
estimated cost cost of construction is between $1-$5 million. The SIC
code is 1799 and the Small Business Size Standard is $7 million. The
Request for Proposal procedures will be utilized for this procurement.
Interested firms will be required to respond to evaluating factors as
set forth below. The evaluation factors are: 1)Past Performance,
2)Management Approach, 3)Specialized Technical Experience, Expertise
and Qualifications, Phasing, 4)Scheduling/Work Process 5) and
Commitment to Small Business Concerns. Offerors will be required to
provide information regarding their construction as well as their
design team under these factors. Award of this project will be made to
the offeror whose proposal represents the best overall value to the
government, price and technical factors considered. THIS SOLICITATION
IS BEING ISSUED ON AN UNRESTRICTED BASIS. Davis Bacon Wages will be
applicable to this project. A Small, Small Disadvantaged and
Women-owned Small Business Subcontracting Plan pursuant to the FAR
Clause 52.219-9 (Aug 1996) will be required to be submitted by all
large business being considered for contract award. Offeror are advised
that it is intended to award without discussions or any contact
concerning the proposals received. Therefore, proposals should be
submitted initially on the most favorable terms. Offerors should not
assume that they will be contacted or afforded an opportunity to
qualify, discuss, or revise their proposals. In accordance with FAR
5.102(a)(7), availability of the Request for Proposal will be limited
to the electronice medium. Plans (if applicable)and Specification will
NOT be provided in a paper hard copy format or by CD-ROM. The address

All prospective offerors are encouraged to sign up on the "Register

Contractors interested in obtaining notification on when the Request
for Proposal package is electronically posted on the Internet may fax

numbers and E-mail address. Recording and Blueprint companies are also
required to forward their information via fax. notification of any
changes to this Request for Proposal (amendments) shall be made only on
the Internet. It is therefore the contractor's responsibility to check
the internet site daily for any posted changes to the Request for
Proposal. Per the Debt Collections Improvement Act of 1996, the Defense
Federal Acquisition Regulation Supplement (DFAR) has been amended to
require all contractors to register in the Department of Defense (DOD)
Central Contractors Registration (CCR) Database. Be advised for
solicitations issued after May 31, 1998, failure to register in the CCR
makes an offeror ineligible for award of DOD contracts. Information
