a request for contractor input into a proposed contracting process for
7 separate draft RFPs (DRFP). Tinker is planning to solicit several
long term contracts for other than sole source, General Electric, items
applicable to the F101/F110. There are approximately 70 items which
have been grouped into categories or families. When a family grouping
based on similarity is used, all sources approved for one part will be
approved for the balance of the parts in that family with no
contractor action required. The families identified are: LPT Rings &
Seals, Oil Seals, Compressor Vane Assy, Exhaust Nozzle Flaps & Seals,
Gearbox Housings, HPT Nozzle Supports, and Misc Items (DRFP numbers
are: F34601-00-R-0014, 0015, 0016, 0017, 0018, 0019, 0020,
respectively). Multiple award indefinite delivery contracts are
anticipated. Contractors are requested to review DRFPs that will be
issued and make comments and/or ask questions on this long-term
contract concept. Request contractor state which family of parts or
DRFP they are interested in. Destn: Tinker Air Force Base OK
73145-3032. Delivery: TBD for each qualification requirement. Except
for non-restricted items sources must be qualified prior to being
considered for award. The solicitation will contain instructions for
obtaining further information on this requirement. The qualification
requirements for this item were established prior to 19 Oct 1984 and
the requirements of FAR 9.202(A) do not apply. The approximate
issue/response date will be 2 DEC 1999. Written procedures will be used
for this solicitation. First article test required. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. Award will be
made only if the offeror, the product/service, or the manufacturer
meets qualification requirements at the time of award in accordance
with FAR clause 52.209-1. The solicitation identifies the office where
additional information can be obtained concerning qualification
requirements as cited in each individual solicitation. Note: An
Ombudsman has been appointed to hear concerns from offerors or
potential Offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
