feltyrl@navair.navy.mil. The Naval Air Systems Command intends to issue
a Cost Plus Fixed Fee contract to McDonnell Douglas Corporation (MDC)
for an Instrument Landing System (ILS) replacement study for the F/A-18
E/F Aircraft Weapon System. The ILS study will be accomplished in two
separate, independent phases. Phase I is for the study and evaluation
of technology; Phase II is for the acquisition phase to solicit and
evaluate official proposals from industry. It is anticipated that the
award will be made via a delivery order under Basic Ordering Agreement
N00019-97-G-0167. As the sole designer, developer and manufacturer of
the F/A-18 C/D and E/F aircraft weapon systems, only MDC has the
requisite knowledge, experience, and technical data required to
successfully complete the testing and flight and ground test support
without causing unacceptable delays in meeting the Navy's operational
requirements and without substantial duplication to the Government.
Furthermore, only MDC has the F/A-18 peculiar engineering data and
expertise, facilities, and test equipment to provide the Government's
