This announcement is to notify industry of the Government's intent to solicit for Operation and Maintenance (O&M) Services in Southwest Asia. The requirement will include O&M of telecommunications, networking (hardware and software maintenance), network administration, satellite terminals, outside and inside cable plants for the 54th Signal Battalion located in the countries of Saudi Arabia, Bahrain, Qatar, Kuwait and other areas of responsibility within the 54th Signal Battalion's Area of Responsibility (AOR), and its supported customers. The objective of this acquisition is to provide integral communications support to the 54th Signal Battalion's signal mission within Southwest Asia. This acquisition will consist of the possible consolidation of several communications and telephone switching requirements currently being performed under several existing contracts. The anticipated periods of performance are a 60-day phase-in (commencing on or about 1 August 2000), a one-year base period (1 October 2000-30 September 2001) plus nine option years. The government intends to award a firm fixed price contract with pre-priced fixed priced options for anticipated communications requirements. A top secret facility clearance may be required if Defense Red Switch O&M requirement options are exercised. This acquisition will be conducted on the Interagency-Interactive Business Opportunities Page (IBOP) at Internet site http://abop.monmouth.army.mil. The CECOM Acquisition Center, Southwest Operations Office intends to release a Draft Performance Work Statement (DPWS) on or about November 30, 1999. The DPWS will be posted in Microsoft Word for Windows 97 format on the IBOP under solicitation DAAB32-00-R-0003 as a solicitation message. Industry is strongly encouraged to register on the IBOP following the instructions provided, and to join the automated notification system for individual solicitations, which will automatically notify registrants of any changes posted to the solicitation. Industry comments regarding the DPWS, the acquisition strategy, and any other pertinent issues regarding this acquisition are encouraged.
