and/or revise course documentation and teach courses: Human Resource
Management I and II. These courses are designed to focus on development
of communication skills, and are designed to improve human resource
management skills of Corps of Engineers supervisors, managers and team
leaders. Goal of the courses is to promote optimal leadership of human
resources. Each topic includes content experience, and application to
provide participants with specific tools to take back to the job.
Course for HRM I are scheduled for February, March, April, May, June
and July and during the months of February, April, May, June and July
2000 for HRM II, at various locations in the U.S. A team of two
instructors shall be provided. The team shall consist of one lead
instructor and one assistant instructor. Lead instructor must be
present during the entire course, at each course session. Lead
instructor should have (a) 3 or more years during the last 5 years of
practical work experience in humanresource management, (b) 200 hours
teaching, during the past five years, to adult learners in a
work-related rather than an academic setting. 100 of these hours should
be devoted to teaching federal or state personnel (c) Master's Degree
in Human Resource Management or with a major area of emphasis directly
related to human resources management OR a Baccalaureate Degree in a
related field plus five years of teaching experience in a related
field. Related fields include communications, sociology, and
psychology. Assistant instructor must have (a) 3 years, during past
five years, of practical work experience related to human resource
management topics, (b) 100 hours, during past 3 years, of teaching
experience in human resource management. This teaching experience must
involve instructing adult learners in a work related rather than an
academic setting. 50 of these hours must have been devoted to state or
federal employees, (c) Baccalaureate degree with major area of
emphasis relating to human resource management. One team instructor
shall have certification and experience in administration and
interpretation of personality instruments designed to identify
personality style and type. Interested offerors should notify Tonju

Solicitation should be issued on or/about 22 Nov 99. Responsible
sources may submit proposal which shall be considered by this Agency.
Standard Industrial Code applicable to this acquisition is 8299, with
annual receipts not exceeding $5.0M. Contractor must furnish business
size with written request (i.e. small (I-286 SN261501), along with duns
number, tax identification, cage code and must be registered in central
