58 -- EXTERNAL CAVITY OPTICAL FREQUENCY DOUBLER SOL NB847000000071JW DUE 113099 POC Jacqueline Wright (303) 497-5282, FAX (303) 497-3163 E-MAIL: NOAA; MASC Acquisitions Management, Brenda.S.Summers@noaa.gov. The National Institute of Standards and Technology (NIST) has a requirement for an external cavity optical frequency doubler. This will be used in research toward constructing quantum logic gates for quantum computers and advanced frequency standards which needs to convert visible laser radiation to the ultraviolet by frequency doubling. This system shall, as a minimum, include: 1) Unidirectional ring geometry consisting of two mirrors and a prism (position of prism controlled to stabilize cavity). 2) Servo electronics based on the Pound-Drever-Hall rf sideband technique. 3) Ultraviolet Conversion efficiency greater that 0.19/Watt. 4) Scanning range greater than 60 GHz with max. scan rate of 10 GHz/sec. 5) Beampointing stability less than 2 microrad/degree Celsius. 6) Astigmatic compensation of ultraviolet output. These are the only specifications. There is no bid package available. Interested sources must submit a written qualification statement, literature, along with the quote by November 30, 1999. Responses must reference Synopsis No. NB847000000071JW. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award decision will be based upon the best value to the Government, with technical merit and past performance being significantly more important than price. Terms and Conditions and agency level protest procedures are referenced at http://netsite.esa.doc.gov.oam. Technical questions can be directed to Chris Moore at (303) 497-7415.
