combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6and FAR 13, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written statement will not be issued. This
solicitation, F05611-00-Q0200, is issued as a request for quotation
(RFQ). This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-14.
The proposed solicitation listed here is set aside 100 percent for
small business. The Standard Industrial Classification Number is
3845and the Business Size Standard is 500 employees. REQUESTERS MUST
STATE THEIR BUSINESS SIZE ON EACH REQUEST. Women and small
disadvantaged business are encouraged to submit quotes. Description:
Infrared Thermography System (The System). This system will be used to
determine the heat transfer upon various model configurations. These
configurations are placed in wind tunnels at the Aeronautical Research
Center, USAF Academy CO. This system will help students understand the
complex thermal characteristics of high-speed flowfields. This system
will support not only course work but also funded research at the USAF
Academy's Aeronautical Research Center. The funded research will
include high-speed missile designs, infrared signatures of the C-130
Gunship, and future hypersonic vehicles. Qty 1 Each. Unit Price:
$__________ and Total Amount: $________________. All quoters will be
required to provide catalogs, descriptive literature, and any other
documentation to help the Technical personnel during their evaluation.
TECHNICAL REQUIREMENTS: Temperature Measurements: -20 to 120 Celsius,
Temperature Sensitivity: Less than 0.1 Celsius, Pixel Array: Greater
than 400,000 pixels, Spectral Bandwidth: 1 to 2 micrometer wavelengths.
SOFTWARE REQUIREMENTS: Grab and store images at 30 Hz or better,
Download images for post processing, Download images in ASCII format
for post processing, WINDOWS_ compatibility -- must work in WINDOWS_
environment. DELIVERY REQUIREMENT: Delivery of system is required
within 2 weeks after award. FOB for this RFQ is Destination. Delivery
of items shall be accomplished between 7:30 AM and 3:30 PM local time,
Monday through Friday. No deliveries to be made on Saturdays, Sundays,
or Federal Holidays. Quoters must comply with all instructions
contained in FAR 52.212-1, Instructions to Offerors-Commercial. The
following additional FAR provisions and clauses apply: 52.212-2,
Evaluation-Commercial Item, the Government will award a contract
resulting from this solicitation to the responsible quoter whose quote
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. Evaluation factors in
descending order of importance as follows: (1) Technical Factor, which
consists of: (a) Technical Requirements. Has the quoter provided
adequate information, within their documentation, reflecting that their
system meets the technical requirements of the Government? (b) Software
Requirements. Has the quoter provided adequate documentation to prove
their item will meet the established software requirements of the
Infrared Thermography System? (c) Delivery Requirements. Can the quoter
meet the required delivery requirement? (d) Technological Advances. Has
the quoter submitted a system with features that exceed the minimum
requirements stated in the item description, which would be more
advantageous to the Government? (e) Product Demonstration. Quoters that
are determined "technically acceptable" after the above evaluations,
will be required to physically demonstrate their infrared thermography
system in the Tri-Sonic Wind Tunnel at the USAFA Aeronautical Research
Center through a 2" thick Borosilicate window (Demonstrations will be
scheduled with these quoters within 2 weeks from the closing date). (2)
Price and other price related factors. Note 1. Technical capability is
more important than price. Quoters who fail to meet the technical
requirements as set forth may be considered nonresponsive to the RFQ.
Note 2. The above items will be graded using the following criteria:
(1) Does not meet the standard (-), (2) Meets the standard (0), (3)
Exceeds the standard (+). The quoter who has the best combination of
(+) and (0) signs on the evaluation criteria scoring and is considered
to be most advantageous including price to the Government will be
considered the apparent awardee. 52.212-3, Offeror Representations and
